AN ACT

MAKING AN APPROPRIATION TO PROVIDE ALCOHOLISM AND SUBSTANCE ABUSE PREVENTION AND TREATMENT SERVICES; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Twelve million dollars ($12,000,000) is appropriated from the tobacco settlement income fund to the department of health for expenditure in fiscal years 2002 and 2003 for the purpose of providing a continuum of alcoholism and substance abuse prevention and treatment services, including detoxification, treatment, counseling and aftercare services statewide. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the tobacco settlement income fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
