MAKING AN APPROPRIATION TO WESTERN NEW MEXICO UNIVERSITY FOR THE SCHOOL OF EDUCATION FOR WEB-BASED TEACHER LICENSING; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Nine hundred eighty-eight thousand dollars ($988,000) is appropriated from the general fund to the board of regents of western New Mexico university for expenditure in fiscal years 2002 and 2003 to establish a network for web-based teacher licensure. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
