AN ACT

MAKING AN APPROPRIATION FOR RURAL HEALTH CARE STATEWIDE; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. Five million eight hundred fifty thousand dollars ($5,850,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2002 and 2003 to contract with rural primary health care clinics statewide in the following amounts for the following services:

(1) one million six hundred fifty thousand dollars ($1,650,000) to serve eighteen thousand new clients at new clinic locations statewide;

(2) one million two hundred thousand dollars ($1,200,000) for expanded prescription drug dispensation capacity at various clinics statewide;

(3) two million dollars ($2,000,000) to support medical and dental staff; and

(4) one million dollars ($1,000,000) to maintain current service levels and retain non-clinical staff.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
