SENATE FLOOR AMENDMENT number ___1___ to HOUSE APPROPRIATIONS AND FINANCE COMMITTEE SUBSTITUTE FOR HOUSE BILL 451, as amended

Amendment sponsored by Senator Timothy Z. Jennings

1. On page 3, line 20, strike "by the state engineer" and insert in lieu thereof "and adopted by the interstate stream commission".

2. On page 4, before line 1, insert a new subsection to read:

"C. Expenditures for the purchase of land with valid appurtenant water rights or rights to the delivery of water shall be made only from willing sellers within the lower Pecos river basin downstream from Sumner reservoir.".

3. Reletter the succeeding subsection accordingly.
