A JOINT RESOLUTION

REQUESTING TRIBES TO BEGIN NEGOTIATIONS OF NEW TRIBAL-STATE GAMING COMPACTS WITH THE GOVERNOR OF NEW MEXICO PURSUANT TO THE COMPACT NEGOTIATION ACT.



WHEREAS, the Compact Negotiation Act authorizes the legislature to request the tribes and pueblos located in New Mexico, herein referred to as "tribes", to enter into negotiations to develop tribal-state gaming compacts or amendments to existing compacts; and

WHEREAS, the gaming tribes have submitted several requests in the last twelve months to the governor of New Mexico requesting him to enter into negotiations to develop new gaming compacts; and

WHEREAS, the legislature requests the governor of the state of New Mexico to enter into negotiations with the tribes in an expeditious manner to develop new tribal-state gaming compacts pursuant to the provisions of the Compact Negotiation Act;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the tribes be hereby requested to begin negotiations of new tribal-state gaming compacts with the governor of New Mexico to develop compacts that will comply with the provisions of the Indian Gaming Regulatory Act as they apply to class III gaming by tribes located in New Mexico; and

BE IT FURTHER RESOLVED that the governor be requested to expeditiously negotiate new tribal-state gaming compacts with those tribes that express an interest in negotiations; and

BE IT FURTHER RESOLVED that a new tribal-state gaming compact be submitted by the governor to the legislative committee on compacts as soon as possible so that it can be reviewed and acted upon during the first session of the forty-fifth legislature.
