REQUESTING THE LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO ASSIST THE CITY AND COUNTY OF SANTA FE IN STUDYING THE NEED FOR IMPOSING IMPACT FEES FOR SCHOOLS AND LIBRARIES IF THEY DETERMINE THAT GROWTH IS IMPACTING THEIR SCHOOL AND LIBRARY SERVICE.
WHEREAS, the city and county of Santa Fe are experiencing rapid and continuing development and growth in their communities; and
WHEREAS, public schools and libraries in the city and county of Santa Fe are greatly impacted by the rapid and continuing development and growth in their communities; and
WHEREAS, public schools and public libraries provide a vital public service to the community; and
WHEREAS, the need for additional public schools and libraries in the city and county of Santa Fe is increasing with the continuing development and growth in the community; and
WHEREAS, the building of new public schools in Santa Fe typically requires large capital outlays that are funded through bond revenues; and
WHEREAS, in the past five years, items loaned to the public from Santa Fe public libraries have increased by twenty-five percent; and
WHEREAS, providing communities in Santa Fe with the option to impose impact fees for schools and libraries may assist the communities in coping with the impact of rapid growth and development on their schools and libraries;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the local government division of the department of finance and administration be requested to assist the city and county of Santa Fe in studying the need for imposing impact fees for schools and libraries if they determine that growth is impacting their school and library service; and
BE IT FURTHER RESOLVED that the study include how imposing impact fees for schools and libraries would affect housing prices in the city and county of Santa Fe; and
BE IT FURTHER RESOLVED that the study make recommendations for the collecting of impact fees for the public schools and public library systems, if imposed; and
BE IT FURTHER RESOLVED that the results of the study be reported to the appropriate legislative interim committee prior to November 2001; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of finance and administration, the director of the local government division of the department of finance and administration, the members of the Santa Fe board of county commissioners and the members of the Santa Fe city council.
