A JOINT MEMORIAL

DIRECTING THE GENERAL SERVICES DEPARTMENT TO IDENTIFY AND NEGOTIATE FOR SUITABLE OFFICE SPACE FOR THE PUBLIC REGULATION COMMISSION.



WHEREAS, the legislature has previously adopted a joint memorial encouraging the sale of Marian hall and the Villa Rivera building; and

WHEREAS, the public regulation commission has been identified by the capitol buildings planning commission as an agency that should be located in the downtown or main capitol complex near the Bataan building and the roundhouse; and

WHEREAS, the public regulation commission is now housed in Marian hall, rent-free, and in the public employees retirement association building, where rent is paid; and

WHEREAS, the public regulation commission will need an estimated additional five hundred thousand dollars ($500,000) in its budget to pay rent for either Marian hall or for a replacement space; and

WHEREAS, it is desirable that any relocation take place with a minimum of disruption to the public regulation commission's ongoing duties; and

WHEREAS, it is desirable that the public regulation commission be housed in a single building; and

WHEREAS, it is possible that following the sale of Marian hall it will be leased to the state and that public regulation commission employees now working in Marian hall may continue to be located there to minimize disruption; and

WHEREAS, it is prudent to identify office space options to house the public regulation commission; and

WHEREAS, some of the tenant agencies now located in the public employees retirement association building may relocate, making additional space available for the public regulation commission in that building;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the general services department be directed to identify and negotiate for office space to house the public regulation commission in the main capitol area in downtown Santa Fe; and

BE IT FURTHER RESOLVED that the general services department be directed to consult on an ongoing basis with and obtain the prior approval of the public regulation commission for office space to house the public regulation commission, and report on its progress and efforts on this matter to the legislature; and

BE IT FURTHER RESOLVED that the general services department locate and negotiate for space that meets the present and future needs of the public regulation commission; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the general services department and the public regulation commission.
