CREATING A BLUE RIBBON HEALTH CARE TASK FORCE TO ASSIST THE LEGISLATIVE HEALTH SUBCOMMITTEE IN HEALTH PLANNING AND POLICY DEVELOPMENT.
WHEREAS, the legislative health subcommittee is charged with conducting a systematic assessment of the existing financing, delivery, organization and performance of health care in New Mexico; and
WHEREAS, the number and diversity of health care consumers and professionals require extensive coordination and communication efforts; and
WHEREAS, there are consumers, advocates and professionals with extensive experience and knowledge in health care who can provide expertise and direction as members of a blue ribbon health care task force;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the legislative health subcommittee designate a blue ribbon health care task force to:
A. assist the legislative health subcommittee with its systematic assessment of the existing financing, delivery, organization and performance of health care in New Mexico;
B. conduct studies, interviews and town hall meetings to obtain information on the needs, challenges and expectations of health care consumers and professionals and present its findings to the legislative health subcommittee; and
C. review the existing state health-care-related information systems to determine the progress of state agencies' efforts and plans to meet the administrative simplification requirements; and
BE IT FURTHER RESOLVED that the blue ribbon health care task force be comprised of one representative from each of the following groups: managed care organizations; non-managed care health insurers; the office of the attorney general; consumers; health care provider associations; non-physician health care providers; and experts in health care organization and finance not employed with or contracted by managed care organizations, health care insurers or health care providers; and
BE IT FURTHER RESOLVED that the blue ribbon health care task force present its findings and recommendations to the legislative health subcommittee by November 1, 2001 for consideration by the second session of the forty-fifth legislature; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the New Mexico legislative council and appropriate executive agencies.
