45th legislature - STATE OF NEW MEXICO - first session, 2001

REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO CONTINUE THE INTERIM LAND USE COMMITTEE OR ASSIGN AN APPROPRIATE INTERIM COMMITTEE TO FURTHER STUDY LAND USE ISSUES.

WHEREAS, in 1999, as a result of Senate Joint Memorial 29, the land use committee was created by the New Mexico legislative council to study and evaluate planning, zoning, land use and subdivision enabling statutes and to provide a forum for state, county and municipal elected and appointed officials, along with representatives of the private sector and public interest groups; and

WHEREAS, in 2000, as a response to House Joint Memorial 10, the committee was given the additional charge of conducting a comprehensive review of local government issues in cooperation with the associations representing local governments, affected executive agencies and other appropriate entities; and

WHEREAS, the committee worked diligently throughout the interim and met with various interested parties on a number of important issues and has made progress on land use and other local government issues; however, the issues studied by the land use committee are complex and controversial, and the committee requires more time to complete its work and fully evaluate all the areas within its scope of review;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico legislative council be requested to continue the land use committee or to assign an appropriate interim committee to further study planning, zoning, other land use policies and local government issues; and

BE IT FURTHER RESOLVED that the committee report its findings and recommended statutory changes to the second session of the forty-fifth legislature; and

BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the New Mexico legislative council.
