REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO STUDY THE PROCESS FOR FUNDING CAPITAL PROJECTS AND RECOMMEND IMPROVEMENTS.
WHEREAS, New Mexico's process for funding certain capital projects has been criticized by some as lacking a significant planning and prioritization component; and
WHEREAS, it may be possible that more of the state's well-documented infrastructure needs could be more efficiently met if the process for selecting projects to be funded was improved; and
WHEREAS, the legislature, as a major participant in the process of funding capital projects, is in a unique position to improve the process;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico legislative council be requested to appoint a subcommittee to study the process of funding capital projects and recommend improvements to the process prior to the second session of the forty-fifth legislature; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the director of the legislative council service.
