SUMMARY

Synopsis of Bill

Senate Memorial 15 requests New Mexico citizens, businesses and government agencies to adopt proactive measures, as identified in the memorial, to conserve energy and take greater advantage of the state's abundant clean energy resources.

Significant Issues

The Electric Utility Industry Restructuring Act of 1999 identifies mechanisms and incentives to increase the generation of electricity from renewable clean energy resources and to implement energy conservation measures similar to those outlined in Senate Memorial 15. The bill would work in concert with this Act.

Energy conservation and renewable energy generation could greatly improve the energy security of New Mexico and the nation in general. The Energy Conservation and Management Division (ECMD) of the Energy, Minerals and Natural Resources Department (EMNRD) currently is responsible for carrying out similar provisions to those identified in the memorial. Its primary focus is energy conservation within state agencies. However, the division has sponsored numerous studies on renewable energy development and energy conservation measures. The memorial, in essence, validates for ECMD's work.
