SUMMARY



Synopsis of Bill



Senate Joint Memorial 42 requests the State Highway and Transportation Department to assess the condition of all roads in Valencia County and report condition and estimated cost of repairs to the Legislature by November 1, 2001.



Significant Issues



According to the department, assessing the condition of local roads is a county responsibility. The requirements of this memorial are well beyond current department responsibilities. Shifting manpower to meet the requirements of this memorial would result in a significant reduction in the ability of the department to meet its current maintenance responsibilities in Valencia County.



PERFORMANCE IMPLICATIONS



Each additional request placed on the department would have a negative impact on performance of existing maintenance responsibilities.



FISCAL IMPLICATIONS



The evaluation requested by this Senate Joint Memorial would reduce the budget for other maintenance responsibilities in Valencia County.



ADMINISTRATIVE IMPLICATIONS



Evaluation of road structural condition is very labor intensive. Complying with this memorial would entail such significant new demands on time and manpower of department maintenance personnel that their ability to perform current responsibilities on state highway system roads in Valencia County would be reduced substantially.



OTHER SUBSTANTIVE ISSUES



The department states that this is a significant additional responsibility placed on the maintenance program without additional resources provided to complete the requested evaluation.



The department recommends that Valencia County request an appropriation from the General Fund to hire a consultant to do the evaluation.
