SUMMARY



Synopsis of Bill



A joint memorial resolving that DOH and CYFD act as lead agencies to make a complete assessment and evaluation, including baseline data, of all alcohol and drug detoxification and mental health care services for adults and adolescents in Grant, Luna, Hidalgo and Catron counties and, as a cooperative effort, coordinate information, programs and resources and include partnerships with local health councils, coalitions and representative in those counties. The study will include strategies to ensure a more effective and equitable funding system and recommendation to expand resources available for these counties. The departments will jointly report progress and recommendations to the legislative finance committee at its July and December, 2001 meetings.



ADMINISTRATIVE IMPLICATIONS



Both DOH and CYFD will have to develop a meeting schedule to carry out the tasks in this memorial. Both agencies will have to conduct the study using available personnel and resources.
