SUMMARY
Synopsis of Bill
House Bill 622 appropriates $1.7 million from the general fund to the Board of Regents of New Mexico State University (NMSU) for planning, designing, constructing and equipping a new sports medicine and academic support building at NMSU in Las Cruces.
FISCAL IMPLICATIONS
The appropriation of $1.7 million contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY03 shall revert to the general fund. There would be recurring future general fund impacts for staffing, operating and maintaining the new facility.
OTHER SUBSTANTIVE ISSUES
The following is provided for information only. It is not intended as a commentary on the merits of the program/project:
The Commission on Higher Education (CHE) recommended capital projects funding for NMSU in the amount of $10.5 million for infrastructure renewal and replacement. The main campus of NMSU submitted only two capital project requests. A request was not submitted to the CHE for a sports medicine/academic support building.
This project was not included in NMSU's budget request to the NMSU Board of Regents, and thus was not submitted by NMSU to the CHE for review. The CHE did not recommend funding this project.
