Synopsis of Bill



SB 544 appropriates $280.0 from the general fund to CYFD to implement Phase 2 of a skills development pilot program for at-risk elementary school students in Bernalillo, Curry and Santa Fe Counties.



Significant Issues



SB 544 refers to the implementation of Phase 2 of a skills development program. CYFD has not been involved with Phase 1 of this program. SB 544 does not address how at-risk youth would be referred into this program. Also, the term "at risk" is not defined.



FISCAL IMPLICATIONS



SB 544 appropriates $280.0 from the general fund to CYFD for expenditures in FY02. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund. This appropriation is not part of CYFD's request and is not included in the Executive recommendation.



ADMINISTRATIVE IMPLICATIONS



SB 544 will require coordination efforts between the State Department of Education and CYFD.



AMENDMENTS



Amend the bill to define "at risk".
