SUMMARY



Synopsis of Bill



This bill appropriates $620.0 from the general fund to CYFD available in fiscal years 2001 and 2002 for the purpose of contracting for youth and family empowerment programs in the south valley of Bernalillo county.

Significant Issues



The bill uses the terms "youth and family empowerment programs" and these terms are not defined in the bill. CYFD can administratively define these terms through the request for proposal (RFP) process.



PERFORMANCE IMPLICATIONS



One output measure is proposed:



Number of clients participating in the south valley of Bernalillo county youth and family empowerment program:



CYFD should provide a report on the program to the interim Legislative Health and Human Services Committee at the October 2001 meeting.





FISCAL IMPLICATIONS



The appropriation of $620.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



CYFD will manage this program through contract. The RFP will need to clearly define "youth and family empowerment programs" and provide guidelines on determining eligibility for participation. The RFP should identify expected performance outcomes that will be evaluated in contractor responses.



The bill provides for expenditures in fiscal year 2001 and CYFD can begin the RFP process after the bill becomes effective.
