SUMMARY
Synopsis of Bill
Senate Bill 483 appropriates $237.1 to New Mexico State University (NMSU) to conduct an outreach program for at-risk high school and middle school students.
Significant Issues
According to the SDE, mentoring and counseling programs are part of public school safe schools plans. However, all schools do not include this program in their plans.
FISCAL IMPLICATIONS
The appropriation of $237.1 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund.
OTHER SUBSTANTIVE ISSUES

NMSU provided a categorical priority list of special projects to the Commission on Higher Education (CHE) for their review. The NMSU Board of Regents ranked this request as a priority, but the CHE did not recommend funding this program.
