SUMMARY
Synopsis of Bill
Senate Bill 390 appropriates $80.0 from the general fund to the Tourism Department for fiscal years 2001 and 2002 for the purpose of promoting bicycling in New Mexico.
Significant Issues
The bill provides that the promotion will include printing brochures and producing a video that promotes bicycling as a safe, healthy and fuel efficient alternative to driving. In addition, the promotion will provide bicycling information for driver education and educates bicyclists and the general public on how to share the road.
The Tourism Department indicates that the statutory mission of the agency is to promote New Mexico as a visitor's destination. They indicated that education and safety information is usually found in other agencies, such as the State Highway and Transportation Department or the Department of Public Safety.
FISCAL IMPLICATIONS
The appropriation of $80.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
