SUMMARY



Synopsis of Bill



Senate Bill 373 authorizes local option school elections on the ballot question of whether to implement site-based decision-making by transferring governance duties and powers, including decision-making authority, from local school boards and district administrations to school sites; establishes regional service centers to provide certain school district functions; converts some regional education cooperatives to regional service centers; creates the education regulation review task force.



The State Department of Education has provided a detailed analysis of the bill. The analysis identifies significant issues by section and substantive issues addressing policy and program conflicts. The analysis is attached.



FISCAL IMPLICATIONS



Senate Bill 373 appropriates $20.0 from the general fund to the SDE to provide per diem and mileage for the members of the Education Regulation Task Force.
