SUMMARY



Synopsis of Bill



This bill appropriates $250.0 from the general fund to CYFD for the purpose of contracting for a science-based one-on-one prevention program for high-risk minority youths in Albuquerque. The program is to be designed to reduce risk factors that lead to behavior problems and to enhance development of social skills and encourage personal achievement.



Significant Issues



The intent of the bill to ensure that high-risk minority youths get individualized support to reduce risk factors that could lead to behavioral problems later in life. However, CYFD's analysis states that the terms "science based," "one-on-one prevention programs" and "minority youth" are not defined in the bill. However, these activities fit with the scope of Children's Behavioral Health Services and could focus on the development of social skills for high-risk children.

FISCAL IMPLICATIONS



The appropriation of $250.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



CYFD would administer this program through contract. The request for proposal (RFP) would have to clearly define the terms "science based" and "one-on-one" and state how the target population would be identified. Contractor performance measures need to be included in the RFP. CYFD states that they would need an additional .5 full-time equivalent employee with the Community Services Section to manage the program and monitor the contract.
