SUMMARY
Synopsis of Bill
The lottery oversight bill would eliminate the legislature's interim lottery oversight committee, with those functions transferred to the legislative finance committee. The bill carries an emergency clause.
Significant Issues
Because the legislative finance committee holds a hearing annually for the New Mexico lottery, this bill would eliminate some duplication of effort. It would also result in an enhanced oversight role of the New Mexico lottery by legislative finance committee members.
FISCAL IMPLICATIONS
An appropriation is not included in this bill. There is no fiscal impact on the revenue side.
ADMINISTRATIVE IMPLICATIONS
Effectively results in a reduction in legislative council service committee staffing responsibilities, with an associated increase for legislative finance committee staff.
TECHNICAL ISSUES
New Mexico Lottery expresses concern about their uniqueness and need for guidance and direction.
