Synopsis of Bill



This bill appropriates $156.0 from the general fund to DFA for the purpose of establishing a youth development and construction training program is Taos county.



Significant Issues



This bill provides no information as to target groups to receive training if the program is established. It also provides no information as to what construction trades are to be included in the program.

FISCAL IMPLICATIONS



The appropriation of $156.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



OTHER SUBSTANTIVE ISSUES



This bill implies that this program will be independent of any public school programs. Consideration should be given to having this program either administered by the public school district or requiring the close coordination of this program with related programs managed by the school district.
