SUMMARY
Synopsis of Bill
This bill appropriates $25.0 from the general fund to DFA for the purpose of contracting for a study of the causes and effects of overcrowding in secure detention facilities for juvenile offenders. The study shall detail the extent of overcrowding and provide short-term and long-term recommendation for resolving the overcrowding.
Significant Issues
The bill does not define the terms "secure detention facilities for juvenile offenders." It is unclear whether the bill requires studying CYFD correctional facilities as well as county juvenile detention facilities.
FISCAL IMPLICATIONS
The appropriation of $25.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
CYFD states they are prepared to and willing to participate in the contracted study.
TECHNICAL ISSUES
The bill does not specify how or when the report will be made and to whom.
