SUMMARY
Synopsis of Bill
House Joint Resolution 23 proposes to amend the Constitution of New Mexico to allow school board elections to be held at a time to be determined by law. The resolution also proposes to update the state constitution to be consistent with the federal voting age requirements.
Significant Issues
Currently, Article 7, Section 1 of the Constitution of New Mexico provides that all school election shall be held at different times from other elections. The proposal in HJR-23 would change this provision to be that all school elections shall be held at times provided by law.
FISCAL IMPLICATIONS
There is no appropriation contained in this bill. There is an estimated cost of $30.0 to the Secretary of State associated with the publishing, printing, advertising and translation of proposed constitutional amendments. This cost is absorbed in the agency's operating budget.
