SUMMARY
Synopsis of Bill
HJM 62 resolves that the Human Services Department and the Department of Education collaborate to study the current status of the provision and coordination of services in medical and educational settings, prepare a written report, and present the report with their findings and recommendations to the Legislative Health and Human Services Committee by October 1, 2001.
Significant Issues
The Human Services Department, State Department of Public Education, and Public School Districts are in a three way joint powers agreement.
The State Department of Public Education has a full time staff person to work directly with the program.
Seventy-nine of our eighty-nine school districts participate in the Medicaid in the Schools program. This program generated approximately $10 million dollars in 1998-99 that schools could use to improve and expand health and health related services.
HSD continues to work with school district providers throughout the state to resolve outstanding claims and payment issues. Out of 133 claims that were received during the period of October 1999 to June 2000, 33 have been resolved. Out of $7,550.1HSD has made payments totaling $802.7 as of January 2001.
36 of 79 school districts have filed writ of mandamus with the Supreme Court to get resolution to the outstanding claims. The Supreme Court has taken this request under advisement.
ADMINISTRATIVE IMPLICATIONS
The State Department of Public Education would have to identify the staff time needed to fulfill
what the memorial is requiring.
