SUMMARY
Synopsis of Bill
HB 711 appropriates $500.0 to CYFD to expand a continuum of juvenile justice services, including delinquency prevention programs, intervention programs and detention programs in the sixth judicial district.
Significant Issues
This appropriation would provide additional funding for services that are currently being provided. The appropriation is intended for the sixth judicial district only.
PERFORMANCE IMPLICATIONS
Juvenile Justice Division performance measures relating to informal and formal probation services are impacted. Performance measures need to be updated if bill is enacted.
FISCAL IMPLICATIONS
HB 711 appropriates $500.0 from the general fund to CYFD for expenditure in FY02. The appropriation is recurring and any unexpended or unencumbered balances would revert at the end of the fiscal year to the general fund. The appropriation is not contained in the CYFD budget request or the Executive Budget.
ADMINISTRATIVE IMPLICATIONS
It is not clear whether CYFD can contract for these services with this appropriation. However, there is no language in the bill to prevent them from contracting these services.
RELATIONSHIP
Relates to SB 238 which appropriates $51.0 to expand the Juvenile Drug Court in the sixth judicial district.
Relates to SB 399 which appropriates$575.0 for maintaining a systematic approach to juvenile justice.
Relates to SB 627 which is a duplicate except for the funding
HB 2 contains funding for basic services and this addition $150.0 will expand services in these areas
OTHER SUBSTANTIVE ISSUES
The Juvenile Justice Advisory Committee currently provides at least partial funding, direction and oversight to at least two programs that would be affected by this bill. These programs are the Starr boot camp program and the juvenile shelter in Deming.
Another bill SB 399 appropriates $575.0 for maintaining a systematic approach to juvenile justice. SB 399 includes $200.0 for the Star Model Leadership Academy and $100.0 for the youth shelter program in Deming.
