SUMMARY



Synopsis of Bill



House Bill 639 appropriates $205.0 from the general fund to the Eleventh Judicial District Attorney - District II for the purpose of authorizing and funding two senior trial prosecutor positions, two secretaries, and computer support.



Significant Issues



Several of the items contained in the House Bill 639 were requested by the Eleventh Judicial District Attorney - District II as part of the fiscal year 2002 budget process, but were not recommended by the Legislative Finance Committee or the executive. However, the House Appropriations and Finance Committee ultimately recommended for inclusion in the General Appropriation Act $202.8 for additional positions, contractual services, and capital outlay. The General Appropriation Act, page 15, lines 15 and 16 reflects the addition of $106.2 for two additional senior trial prosecutor positions and $56.0 for two additional legal assistant 2 positions. Page 15, line 24 reflects the addition of $10.0 for contractual services for Native American interpreters. Page 16, line 1 and $20.0 for additional capital outlay.





FISCAL IMPLICATIONS



The appropriation of $205.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



The Administrative Office of the District Attorneys and the Eleventh Judicial District Attorney - District II indicates the addition of four FTE positions are necessary for the newly elected District Attorney for the judicial district to carry out its mission.



RELATIONSHIP



House Bill 639 is related to the General Appropriation Act.



TECHNICAL ISSUES



House Bill 639 does not specify the job classification title for the two secretary positions.
