Synopsis of Bill
House Bill 634 appropriates $175.0 to the State Department of Education for the Portales municipal school district's reading recovery program.
Significant Issues
Reading Recovery is an early intervention program for young readers who are experiencing difficulty in their first year of reading instruction. Children receive daily thirty-minute lessons, one-on-one with teacher, with the goal of bringing them into the average reading levels in their classes as quickly as possible.
Reading Recovery training is designed for three populations: teachers, teacher leaders who train other teachers, and trainers of teacher leaders. Teacher training for Reading Recovery is graduate level instruction provided by teacher leaders at approved district-level training sites.
The State Department of Education is not equipped to provide training in this program but is able to contract with an independent consultant able to provide the training.
FISCAL IMPLICATIONS
House Bill 634 appropriates $175.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
According to SDE, the department would need to develop a request for proposals for consultant services to provide training to the Portales schools, facilitate a review of the proposals, select, and contract with the selected provider.
