Synopsis of Bill



HB 633 appropriates $282,225 to the Human Services Department (HSD) to contract with the Eastern Plains Community Action Program (CAP) for a youth intervention program.



Significant Issues



HB 633 does not specify a scope of work for the use of funds. It is unknown whether the intent of the bill is to enhance a current program or create a new program.

FISCAL IMPLICATIONS



HB 633 appropriate $282.2 to HSD from the general fund. The expense is recurring and any unexpended or unencumbered balance remaining at the end of fiscal year shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



HB 633 does not address administrative costs for HSD of managing the program contract. However, HSD currently oversees the Eastern Plains Community Action Program and therefore, administrative cost to HSD may be negligible.

AMENDMENT



Amend the bill to briefly define the scope of work.



RELATIONSHIP



House Appropriations Committee substitute for HB2 contains $75.0 for the Eastern Plains Community Action program to implement a youth intervention program.



OTHER SUBSTANTIVE ISSUES



HSD staff note a needs assessment was recently completed for the communities of Clovis and Tucumcari and drug use among the area youth was a major problem that requires addressing. The purpose of the bill is to address this issue.
