SUMMARY
Synopsis of Bill
House Bill 559 proposes to amend Section 21-9-7 NMSA 1978 to allow the Industrial Development Training Program to fund positions that will be filled by full-time equivalent.
Significant Issues
Currently, the statute requires that the position must be filled by a full-time employee to receive funding. This bill proposes to allow for a full-time equivalent, which can essentially be two or more part-time employees whose work hours combined equal one full-time position. The bill changes the provision that guarantees full-time employment to trainees to only guaranteeing employment, regardless of full-time or part-time.
FISCAL IMPLICATIONS
There is no appropriation or significant fiscal implication in this bill.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
House Bill 559 relates to HB15, HB78, and SB250 which all propose to appropriate $15,000.0 to the Industrial Development Training Program. HB589 proposes to change the size of project for the exception to the residency requirements. Also, SB136 proposes selection criteria and transfers the program to the Labor Department. SB692 proposes selection criteria for the board to follow, while SB737 proposes to appropriate $9,000.0 to the program, contingent upon passage of SB692. Finally, SB687 proposes to appropriate $6,000.0 to the program for current fiscal year needs.
