SUMMARY
Synopsis of Bill
House Bill 385 appropriates $150.0 from the general fund to DFA's Local Government Division for the purpose of establishing a "family education" program in certain neighborhoods of Albuquerque.
Significant Issues
The State Department of Education notes that the initiative supported by this bill is consistent with one of the State Board of Education's Strategic Issues ("Constructive Engagement with Our Partners") and the New Mexico social studies and arts education content standards, benchmarks and performance standards.
PERFORMANCE IMPLICATIONS
The bill requires DFA's Local Government Division to administer the appropriation. The Local Government Division is primarily concerned with financial management and infrastructure development at the local level. Performance measures proposed for fiscal year 2002 do not address education, the subject of this bill.
FISCAL IMPLICATIONS
The appropriation of $150.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
As noted above under "performance implications," the bill requires DFA's Local Government Division to administer the appropriation. It may be more appropriately administered by the State Department of Education, which has programmatic responsibilities for education.

The bill does not describe the types of expenditures the appropriation would cover.

The project will involve the use of an array of technologies to document, develop and present the history and culture of unique neighborhoods thus providing valuable resources for New Mexico educators and the public at large. Media presentations can further stimulate interest in these communities offering additional opportunities for economic development.
