SUMMARY
Synopsis of Bill
The Cross-Cultural Educational Documentaries bill appropriates $175.0 from the general fund to the Office of Cultural Affairs for the purpose of contracting for the development of cross-cultural educational documentaries and electronic field trips in north central and northwestern New Mexico.
FISCAL IMPLICATIONS
The appropriation of $175.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
The OCA reports that would need to further research the intent of the bill as regards to the "development of cross-cultural educational documentaries and electronic field trips." In addition, passage of the bill would require an RFP process to be conducted by OCA in order to meet State procurement codes and to be in compliance with anti-donation laws. This process would require staff time to develop an appropriate RFP, publication of said RFP, review and selection of eligible applicants.
OTHER SUBSTANTIVE ISSUES
The OCA believes that the language in the bill is somewhat vague and it is unclear as to what is meant by cross-cultural educational documentaries and electronic field trips. Also, who owns and controls the materials once they are developed?
