SUMMARY



Synopsis of Bill



The bill appropriates $2,260.0 from the general fund to the Children, Youth and Families Department for the purpose of reimburse counties for the expenses of housing juvenile offenders.



Significant Issues



CYFD does not currently reimburse counties for housing juvenile offenders that are under the custody of the agency. It does not have an estimate of costs to carry out the intent of act.









PERFORMANCE IMPLICATIONS



CYFD currently has no performance measures related to this bill. Two output performance measures are recommend.



1. Number of requests to reimburse counties for the expense of housing juvenile offenders.



2. Payments to counties for the expense of housing juvenile offenders.



FISCAL IMPLICATIONS



The appropriation of $2,260.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



CYFD states that this bill will have significant administrative impact for the Juvenile Justice and Financial Services Divisions in verifying requests for reimbursement by the counties for direct and ancillary costs associated with the detention of juveniles. No estimate was provided for additional personnel needed to administer this program. CYFD is also concerned about their liability if costs of requested reimbursements exceed the appropriation.
