SUMMARY
Synopsis of Bill
HB 178 appropriates $50,000 to the State Agency on Aging for use in the South Valley of Bernalillo County to support a program offering personal care, home management, transportation, household maintenance, case management and advocacy services to elderly and disabled low-income persons at risk of institutionalization, abuse, neglect or exploitation. The bill declares an emergency.
Significant Issues
State Agency on Aging reports that demographic trends show increasing numbers of frail elderly requiring in-home and related services. People prefer to remain at home (and out of institutions) and this bill will help achieve that goal.
PERFORMANCE IMPLICATIONS
The bill will allow in-home services to the disabled and elderly population in the Bernalillo County's South Valley. The services may need to be provided by more than one service provider and outcome measures are detailed in each provider's scope of service contract.
FISCAL IMPLICATIONS
HB 178 appropriates $ 50.0 from the General Fund. The appropriation is a recurring expense. Any unexpended or unencumbered balance remaining at the end of FY 02 shall revert to the General Fund.
ADMINISTRATIVE IMPLICATIONS
This funding request was not reviewed as part of the Agency process and is not included in the Aging Network expansion request.
