SUMMARY
Synopsis of Bill
House Bill 84 proposes to enact the Elementary and Secondary School Voucher Act to establish a voucher program for a qualifying parent or guardian to use to educate a student at a public school outside of the school district in which the child resides or at an eligible private school. The bill would require that a local school district issue the voucher to the student in care of the student's parent or legal guardian.
Significant Issues
House Bill 84 specifies that beginning with the 2004-2005 school year, all students would be eligible for participation in the voucher program.
The SDE has provided an in-depth analysis of the issues related to House Bill 84. The department addresses numerous fiscal, technical and substantive issues, as well as proposed amendments. The analysis is attached.
