SUMMARY
Synopsis of Bill
House Bill 82 appropriates $150,695.8 from the general fund for comprehensive public school reforms. The bill is a companion to House Bill 81. The bill contains an emergency clause.
Significant Issues
The appropriations have been grouped into the following categories: (1) teacher improvement; (2) student improvement;(3) accountability; (4) early intervention; (5) department; and (6) permanent funds study.
The Legislative Council Service provides a section by section analysis of the education reform appropriation bill and is attached.
The Department of Education has not provided analysis of the appropriation bill at this time.
FISCAL IMPLICATIONS
House Bill 82 contains a total of 30 appropriations: to the State Department of Education ($147,217.2), Commission on Higher Education ($ 2,620.5), Department of Health ($588.1), Legislative Education Study Committee ($120.0), and Legislative Council Services ($150.0).
The appropriations contained in House Bill 82 are applied over three fiscal years, (FY01-03), and the bill contains an emergency clause.
House Bill 3, the education appropriation bill is being developed and the fiscal implications and appropriations contained in this bill may need to be adjusted.
