FOR CAPITAL PROJECTS AND A REAUTHORIZATION IN SENATE DISTRICT 41 IN CARLSBAD IN EDDY COUNTY.
I request that the following capital outlay projects be funded:
to the department of environment
three hundred thousand dollars ($300,000) to design, construct and implement phase 4 of the wastewater effluent reuse project in Carlsbad in Eddy county; and
to the local government division of the department of finance and administration
two hundred sixty-six thousand two hundred fifty dollars ($266,250) for design, construction and landscaping of the skate and hockey complex project at the Riverwalk recreation center in Carlsbad in Eddy county;
one hundred thousand dollars ($100,000) for site preparation, design and construction of the sports complex in Carlsbad in Eddy county;
fifty thousand dollars ($50,000) for improvements to the Walter Gerrells civic center facilities in Carlsbad in Eddy county;
fifty thousand dollars ($50,000) to purchase and install playground equipment at various parks in Carlsbad in Eddy county;
fifty thousand dollars ($50,000) for exterior improvements to the Pecos River Village conference center facilities in Carlsbad in Eddy county; and
two hundred fifty thousand dollars ($250,000) for asbestos remediation to the former Carlsbad regional medical center to be used as the future law enforcement center in Carlsbad in Eddy county.

The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsections KKKKK and MMMMM of Section 9 of Chapter 7 of Laws 1998 to purchase and install a water sprinkler system for the historic Santa Catarina cemetery in Carlsbad in Eddy county shall not be expended for the original purpose but are reauthorized and appropriated for asbestos remediation to the former Carlsbad regional medical center to be used as the future law enforcement center in Carlsbad in Eddy county.
