MAKING AN APPROPRIATION TO THE STATE DEPARTMENT OF PUBLIC EDUCATION FOR THE PURPOSE OF BUILDING NECESSARY FULL-DAY KINDERGARTEN CLASSROOMS THROUGHOUT THE STATE.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. Fifteen million three hundred fifty-four thousand dollars ($15,354,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2002 to plan, design and construct full-day kindergarten classrooms throughout the state. The money shall be apportioned by the state department of public education in the following amounts to the following school districts for the following schools:

(1) six million three hundred two thousand dollars ($6,302,000) to the Albuquerque public school district for full-day kindergarten classrooms at A. Montoya, Acoma, Apache, Bandelier, Bellehaven, Bel-Air, Carlos Rey, Chamiza, Chaparral, Comanche, Dennis Chavez, Double Eagle, Edmund G. Ross, Governor Bent, Hodgin, Inez, John Baker, Kirtland, Longfellow, Marie M. Hughes, Mary A. Binford, Matheson Park, Mitchell, Painted Sky, Petroglyph, Sierra Vista, Sombra del Monte, S.R. Marmon, Wherry and Whittier elementary schools;

(2) two hundred ten thousand dollars ($210,000) to the Artesia public school district for full-day kindergarten classrooms at Grand Heights early childhood elementary school;

(3) two hundred fifty-six thousand dollars ($256,000) to the Aztec municipal school district for full-day kindergarten classrooms at McCoy Avenue elementary school;

(4) three hundred ninety-six thousand dollars ($396,000) to the Belen consolidated school district for full-day kindergarten classrooms at Jaramillo and La Merced elementary schools;

(5) one hundred forty thousand dollars ($140,000) to the Bloomfield school district for full-day kindergarten classrooms at Blanco elementary school;

(6) five hundred twenty-four thousand dollars ($524,000) to the Clovis municipal school district for full-day kindergarten classrooms at Highland, James Bickley, Lockwood and Ranchvale elementary schools;

(7) two hundred fifty-six thousand dollars ($256,000) to the Cuba independent school district for full-day kindergarten classrooms at Cuba elementary school;

(8) seventy thousand dollars ($70,000) to the Dora consolidated school district for a full-day kindergarten classroom at Dora elementary school;

(9) one hundred twenty-eight thousand dollars ($128,000) to the Espanola public school district for a full-day kindergarten classroom at Alcalde elementary school;

(10) one hundred ninety-eight thousand dollars ($198,000) to the Farmington municipal school district for full-day kindergarten classrooms at McKinley and Mesa Verde elementary schools;

(11) one hundred twenty-eight thousand dollars ($128,000) to the Fort Sumner municipal school district for a full-day kindergarten classroom at Fort Sumner elementary school;

(12) nine hundred fifty-six thousand dollars ($956,000) to the Gadsden independent school district for full-day kindergarten classrooms at Anthony, Berino, La Union, Mesquite and San Miguel elementary schools;

(13) seventy thousand dollars ($70,000) to the Hagerman municipal school district for a full-day kindergarten classroom at Hagerman elementary school;

(14) one hundred twenty-eight thousand dollars ($128,000) to the Jemez Mountain public school district for a full-day kindergarten classroom at Coyote elementary school;

(15) one million three hundred four thousand dollars ($1,304,000) to the Las Cruces public school district for full-day kindergarten classrooms at Central, Dona Ana, Hillrise, Jornada, Tombaugh and University Hills elementary schools;

(16) two hundred fifty-six thousand dollars ($256,000) to the Las Vegas city public school district for full-day kindergarten classrooms at Los Ninos elementary school;

(17) three hundred thirty-eight thousand dollars ($338,000) to the Los Alamos public school district for full-day kindergarten classrooms at Chamisa, Barranca and Mountain elementary schools;

(18) one hundred forty thousand dollars ($140,000) to the Los Lunas public school district for full-day kindergarten classrooms at Bosque Farms and Peralta elementary schools;

(19) seventy thousand dollars ($70,000) to the Loving municipal school district for a full-day kindergarten classroom at Loving elementary school;

(20) two hundred eighty thousand dollars ($280,000) to the Lovington municipal school district for full-day kindergarten classrooms at Llano elementary school;

(21) seventy thousand dollars ($70,000) to the Moriarty municipal school district for a full-day kindergarten classroom at Route 66 elementary school;

(22) one hundred forty thousand dollars ($140,000) to the Raton public school district for full-day kindergarten classrooms at Longfellow elementary school;

(23) one million two hundred fifty-eight thousand dollars ($1,258,000) to the Rio Rancho public school district for full-day kindergarten classrooms at Colinas del Norte, Enchanted Hills, Ernest S. Stapleton, Martin Luther King, Jr., Puesta del Sol and Rio Rancho elementary schools;

(24) five hundred eighty-two thousand dollars ($582,000) to the Roswell independent school district for full-day kindergarten classrooms at East Grand Plains, El Capitan, Parkview, Pecos and Valley View elementary schools;

(25) four hundred eight thousand dollars ($408,000) to the Santa Fe public school district for full-day kindergarten classrooms at the bilingual early childhood center and E.J. Martinez and Pinon elementary schools;

(26) two hundred fifty-six thousand dollars ($256,000) to the Silver consolidated school district for full-day kindergarten classrooms at Harrison H. Schmitt elementary school;

(27) two hundred eighty thousand dollars ($280,000) to the Taos municipal school district for full-day kindergarten classrooms at Arroyo del Norte, Ranchos de Taos and Taos elementary schools; and

(28) two hundred ten thousand dollars ($210,000) to the Truth or Consequences municipal school district for full-day kindergarten classrooms at Arrey and Truth or Consequences elementary schools.

B. One million four hundred thirty-two thousand dollars ($1,432,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2002 to plan, design and construct school buildings in the Hobbs municipal school district that will make other classroom space available for full-day kindergarten classrooms in that school district.

C. Any unexpended or unencumbered balance remaining from any of the appropriations in this section at the end of fiscal year 2002 shall revert to the general fund.

Section 2. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2001.
