1. On page 1, line 13, before the period insert "; DECLARING AN EMERGENCY".

2. On page 7, between lines 11 and 12, insert the following new section:

"Section 9. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".,

and thence referred to the FINANCE COMMITTEE.
