Mr. Speaker:
Your EDUCATION COMMITTEE, to whom has been referred
SENATE BILL 127, as amended
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. Strike all of the Senate Finance Ccommittee Amendments.
2. On page 1, line 11, strike "ENACTING THE STUDENT ALTERNATIVES ACT;".
3. On page 1, lines 13 and 14, strike "; DECLARING AN EMERGENCY".
4. On pages 1 through 14, strike Sections 1 through 12 in their entirety and insert in lieu thereof the following new section:
"Section 1. APPROPRIATION.--
A. Two million nine hundred thousand dollars ($2,900,000) is appropriated from the general fund to the department of finance and administration for expenditure in fiscal year 2002 to contract with a public entity to provide services to assist at-risk students in the obtaining of their general equivalency diploma. For purposes of this appropriation, "at-risk students" means students between the ages of fourteen and eighteen who have been disenrolled from a public school for any reason or whose attendance or conduct indicates that the students may not meet graduation requirements. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
B. The department of finance and administration shall monitor and report to the state board of education regarding the performance of the alternative educational program and provide students with transcripts.".,
and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
