Your RULES COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 5, line 23, strike "one" and insert in lieu thereof "one-half".

2. On page 5, line 25, strike "one" and insert in lieu thereof "one-fourth".

3. On page 6, line 2, strike "one" and insert in lieu thereof "the required".

4. On page 7, line 17, strike "2002" and insert in lieu thereof "2004".

5. On page 11, line 23, strike the closing quotation mark and between lines 23 and 24, insert the following new subsection:

"E. Under no circumstances shall funds or in-kind contributions or activities from any corporation, partnership or labor organization be used for campaign purposes by any candidate, or on behalf of any candidate, who accepts funds under the provisions of this act."".

6. On page 15, line 15, strike "2002" and insert in lieu thereof "2003".

7. On page 16, line 4, strike "2002" and insert in lieu thereof "2004".

8. On page 16, line 17, strike "2002" and insert in lieu thereof "2003".

9. On page 16, line 20, strike "2002" and insert in lieu thereof "2004".

10. On page 19, line 14, strike "2002" and insert in lieu thereof "2003".

11. On page 24, line 24, strike "purpose of" and insert in lieu thereof "purposes of funding two full-time-equivalent positions in the office of the secretary of state and".

12. On page 25, lines 3 through 6, strike the sentence beginning with "One" and ending with "candidates.".,

and thence referred to the JUDICIARY COMMITTEE.
