MAKING AN APPROPRIATION TO THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO CONTRACT FOR A STATEWIDE PROGRAM THAT ASSISTS AT-RISK YOUTH WITH THE DEVELOPMENT OF LIFE SKILLS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Two million dollars ($2,000,000) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal year 2002 for the purpose of contracting with a life skills management organization to conduct a statewide program that assists at-risk youth with the development of life skills. The program shall promote development of greater self-esteem, an appreciation of family members, an understanding of the concept of community and collective responsibility, problem-solving skills, healthy decision-making, a higher commitment to completing educational studies and money management skills. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
