RELATING TO CAPITAL EXPENDITURES; AUTHORIZING THE ISSUANCE OF SEVERANCE TAX BONDS; REAUTHORIZING BALANCES; CHANGING THE PURPOSES AND AGENCIES OF SEVERANCE TAX BOND APPROPRIATIONS; EXTENDING EXPENDITURE PERIODS; CHANGING GENERAL FUND APPROPRIATIONS; CLARIFYING CONDITIONS FOR THE ISSUANCE OF BONDS; ESTABLISHING CONDITIONS FOR THE EXPENDITURE OF SEVERANCE TAX BOND PROCEEDS; REVERTING CERTAIN UNEXPENDED BALANCES OF PRIOR SEVERANCE TAX AND GENERAL OBLIGATION BOND ISSUANCES AND GENERAL FUND AND OTHER APPROPRIATIONS; MAKING APPROPRIATIONS; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. SEVERANCE TAX BONDS--AUTHORIZATIONS--APPROPRIATION OF PROCEEDS.--
A. The state board of finance may issue and sell severance tax bonds in compliance with the Severance Tax Bonding Act in an amount not to exceed the total of the amounts authorized for purposes specified in this act. The state board of finance shall schedule the issuance and sale of the bonds in the most expeditious and economical manner possible upon a finding by the board that the project has been developed sufficiently to justify the issuance and that the project can proceed to contract within a reasonable time. The state board of finance shall further take the appropriate steps necessary to comply with the Internal Revenue Code of 1986, as amended. Proceeds from the sale of the bonds are appropriated for the purposes specified in this act.
B. The agencies named in this act shall certify to the state board of finance when the money from the proceeds of the severance tax bonds authorized in this section is needed for the purposes specified in the applicable section of this act. If an agency has not certified the need for the issuance of the bonds for a particular project, including projects that have been reauthorized, by the end of fiscal year 2003, the authorization for that project is void.
C. Before an agency may certify for the issuance of severance tax bonds, the project must be developed sufficiently so that the agency reasonably expects to:
(1) incur within six months after the applicable bonds have been issued a substantial binding obligation to a third party to expend at least five percent of the bond proceeds for the project; and
(2) spend at least eighty-five percent of the bond proceeds within three years after the applicable bonds have been issued.
D. Except as otherwise provided in this section or another section of this act, the unexpended balance from the proceeds of severance tax bonds issued for a project, including projects that have been reauthorized, shall revert to the severance tax bonding fund as follows:
(1) for projects for which severance tax bonds were issued to match federal grants, six months after completion of the project;
(2) for projects for which severance tax bonds were issued to purchase vehicles, heavy equipment, educational technology or other equipment or furniture that are not related to a more inclusive construction or renovation project, at the end of the fiscal year following the fiscal year in which the severance tax bonds were issued for the purchase; and
(3) for all other projects for which severance tax bonds were issued, within six months of completion of the project, but no later than the end of fiscal year 2006.
E. Except for appropriations to the capital program fund, money from severance tax bond proceeds provided pursuant to this act shall not be used to pay indirect project costs.
F. For the purpose of this section, "unexpended balance" means the remainder of an appropriation after costs and expenses recognized in accordance with generally accepted accounting principles have been paid.
Section 2. GENERAL FUND AND OTHER FUND APPROPRIATIONS--LIMITATIONS--REVERSIONS.--
A. Except as otherwise provided in this section or another section of this act, the unexpended balance of an appropriation made in this act from the general fund or other state fund, including changes to prior appropriations, shall revert to the originating fund as follows:
(1) for projects for which appropriations were made to match federal grants, six months after completion of the project;
(2) for projects for which appropriations were made to purchase vehicles, heavy equipment, educational technology or equipment or furniture that are not related to a more inclusive construction or renovation project, at the end of the fiscal year following the fiscal year in which the appropriation was made for the purchase; and
(3) for all other projects for which appropriations were made, within six months of completion of the project, but no later than the end of fiscal year 2006.
B. Except for appropriations to the capital program fund, money from appropriations made in this act shall not be used to pay indirect project costs.
C. For the purpose of this section, "unexpended balance" means the remainder of an appropriation after costs and expenses recognized in accordance with generally accepted accounting principles have been paid.
Section 3. REVERSION ON PRIOR-YEAR PROJECTS--ALL FUNDING SOURCES--LIMITATIONS ON PRIOR-YEAR EXPENDITURES FOR CERTAIN COSTS.--
A. All unexpended balances of severance tax bond proceeds from capital outlay projects authorized by the legislature prior to 1995 shall revert to the severance tax bonding fund by October 31, 2001, unless the certifying agency can demonstrate to the state board of finance that:
(1) the project is active and there are valid encumbrances on the appropriation; or
(2) the legislature reauthorized the project after July 1, 1995 or extended its life beyond July 1, 2001 and the project is active.
B. All unexpended balances of general obligation bond proceeds from capital outlay projects authorized by the legislature prior to 1995 shall revert to the debt service fund established by the state treasurer for the purpose of paying the principal and interest on the state's general obligation bonds on October 31, 2001, unless the certifying agency can demonstrate to the state board of finance that the project is active and there are valid encumbrances on the appropriation.
C. All unexpended balances remaining from appropriations for capital outlay projects prior to 1995 from the general fund or other state funds shall revert to the originating fund by October 31, 2001, unless the agency to whom the money was appropriated can demonstrate to the financial control division of the department of finance and administration that:
(1) the project is active and there are valid encumbrances on the appropriation; or
(2) the legislature reappropriated the money for the project after July 1, 1995 or extended the project's life beyond July 1, 2001 and the project is active.
Section 4. AGING PROJECTS--STATE AGENCY ON AGING--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the state agency on aging that the need exists for the issuance of the bonds, the following amounts are appropriated to the state agency on aging for the following purposes:
A. thirteen thousand dollars ($13,000) to purchase tables, chairs and a sound system for the Los Volcanes senior center in Albuquerque in Bernalillo county;
B. twenty-five thousand dollars ($25,000) to purchase a van for the North Valley senior center in Albuquerque in Bernalillo county;
C. ten thousand dollars ($10,000) to renovate the North Valley senior facility in Albuquerque in Bernalillo county;
D. thirty thousand dollars ($30,000) to make capital improvements, including fencing and parking lot paving, to the Lake Arthur senior center in Chaves county;
E. forty thousand dollars ($40,000) to acquire property for, plan, design, remodel, equip and furnish the Colfax county senior center in Colfax county;
F. twenty-four thousand dollars ($24,000) to plan, design and construct a senior center in Artesia in Eddy county;
G. forty-five thousand dollars ($45,000) to purchase a sixteen-passenger bus for the senior center at Casamero chapter in McKinley county;
H. thirty thousand dollars ($30,000) to purchase a van for the senior citizen program at the Mariano Lake chapter in McKinley county;
I. fifty thousand dollars ($50,000) to expand and equip the kitchen facility of the Espanola senior center in Espanola in Rio Arriba county;
J. forty thousand dollars ($40,000) to plan, design and develop an adult daycare center in San Juan county;
K. seventy-five thousand dollars ($75,000) to expand and renovate the senior center in the pueblo of San Felipe in Sandoval county;
L. seventy-five thousand dollars ($75,000) to renovate and expand the senior center in Placitas in Sandoval county;
M. two hundred seventy-five thousand dollars ($275,000) to plan, design, construct and equip a senior center for the Glorieta-Eldorado area of Santa Fe county;
N. thirty thousand dollars ($30,000) to construct, equip and furnish a new senior center facility in Magdalena in Socorro county;
O. fifteen thousand dollars ($15,000) for improvements to the senior citizen building in Questa in Taos county;
P. fifty thousand dollars ($50,000) to construct and equip the new senior center in Estancia in Torrance county; and
Q. twenty-five thousand dollars ($25,000) to renovate the senior center in Mountainair in Torrance county.
Section 5. CAPITAL PROGRAM FUND--STATE BUILDINGS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the property control division of the general services department that the need exists for the issuance of the bonds, the following amounts are appropriated to the capital program fund for the following purposes:
A. three million dollars ($3,000,000) to plan, design, renovate and make improvements to the Villagra building in Santa Fe county;
B. four million six hundred seventy-three thousand six hundred sixty-six dollars ($4,673,666) to construct, furnish and equip phase 2 expansion of the law enforcement academy in Santa Fe county;
C. seven million dollars ($7,000,000) to plan, design, construct, furnish and equip a mental health treatment center at the central New Mexico correctional facility in Valencia county; and
D. six hundred thousand dollars ($600,000) to construct, furnish and equip the Gallup state police station in Gallup in McKinley county.
Section 6. COURT PROJECT--NINTH JUDICIAL DISTRICT COURT--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the ninth judicial district court that the need exists for the issuance of the bonds, eighteen thousand five hundred dollars ($18,500) is appropriated to the ninth judicial district court to purchase a vehicle for the ninth judicial district court in Curry and Roosevelt counties.
Section 7. HISTORIC PRESERVATION PROJECTS--OFFICE OF CULTURAL AFFAIRS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the historic preservation division of the office of cultural affairs that the need exists for the issuance of the bonds, the following amounts are appropriated to the historic preservation division of the office of cultural affairs for the following purposes:
A. twenty-five thousand dollars ($25,000) for preservation and renovation of the McKinley county courthouse; and
B. thirty thousand dollars ($30,000) to restore the roof and make related improvements to the historic Jarales school building in Valencia county.
Section 8. MUSEUM PROJECT--OFFICE OF CULTURAL AFFAIRS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the office of cultural affairs that the need exists for the issuance of the bonds, six million nine hundred fifty-three thousand dollars ($6,953,000) is appropriated to the office of cultural affairs to plan, design, construct, equip and furnish a new annex to the palace of the governors in Santa Fe in Santa Fe county.
Section 9. CUMBRES AND TOLTEC PROJECTS--CUMBRES AND TOLTEC SCENIC RAILROAD COMMISSION.--Pursuant to the provisions of Section 1 of this act, upon certification by the Cumbres and Toltec scenic railroad commission that the need exists for the issuance of the bonds, the following amounts are appropriated to the Cumbres and Toltec scenic railroad commission for the following purposes:
A. sixty thousand dollars ($60,000) for upgrading the electrical and heating systems in the car shop for the Cumbres and Toltec scenic railroad commission in Rio Arriba county, contingent upon an equal match of appropriations and grants from the state of Colorado;
B. two hundred eighty thousand dollars ($280,000) for locomotive boiler work for the Cumbres and Toltec scenic railroad commission in Rio Arriba county, contingent upon an equal match of appropriations and grants from the state of Colorado; and
C. one hundred thousand dollars ($100,000) for track upgrades for the Cumbres and Toltec scenic railroad commission in Rio Arriba county, contingent upon an equal match of appropriations and grants from the state of Colorado.
Section 10. STATE PARKS PROJECT--ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the state parks division of the energy, minerals and natural resources department that the need exists for the issuance of the bonds, fifty thousand dollars ($50,000) is appropriated to the state parks division of the energy, minerals and natural resources department for a commemorative memorial for the famous Buffalo Soldier Warm Springs Apache battle at Rockhound Spring Canyon state parks in Luna county.
Section 11. STATE ENGINEER PROJECTS--OFFICE OF THE STATE ENGINEER--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the office of the state engineer that the need exists for the issuance of the bonds, the following amounts are appropriated to the office of the state engineer for the following purposes:
A. five thousand dollars ($5,000) to replace dilapidated culverts, repair and replace head gates on the main ditch-serving laterals and correct erosion and flood control at major arroyos in the acequia de la Canada Ancha area in Santa Fe and Rio Arriba counties;
B. four thousand dollars ($4,000) to purchase and install steel gates along the Beckham lateral of the Arenal ditch within the middle Rio Grande conservancy district between San Ignacio road and Neat lane in the south valley area of Bernalillo county;
C. ten thousand dollars ($10,000) for improvements to the acequia in Chamita in Rio Arriba county;
D. ten thousand dollars ($10,000) for ditch improvements to the Los Trigos ditch association in La Puebla in San Miguel county;
E. ten thousand dollars ($10,000) for acequia improvements for the El Pueblo acequia association in San Miguel county;
F. one hundred twenty-five thousand dollars ($125,000) for the installation of pipeline to open ditches, sediment removal and spillway and head wall repair for the Ponderosa ditch association in Sandoval county;
G. five thousand dollars ($5,000) for culvert repairs, replacement of head gates on the main ditch, erosion control and other related improvements to the Chimayo district ditch association irrigation area in Santa Fe county; and
H. fifteen thousand dollars ($15,000) for improvements and inlet and pipeline extensions to the Cuchillo Valley water users acequia association water system in Sierra county.
Section 12. ENVIRONMENT PROJECTS--DEPARTMENT OF ENVIRONMENT--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the department of environment that the need exists for the issuance of the bonds, the following amounts are appropriated to the department of environment for the following purposes:
A. fifty thousand dollars ($50,000) to complete phase 3 of the water system improvements project in Tijeras in Bernalillo county;
B. forty thousand dollars ($40,000) to make capital improvements, including repairing and replacing of water lines, for the Cumberland cooperative water users association in Chaves county;
C. thirty-two thousand dollars ($32,000) to engineer the replacement of the water tank in Dexter in Chaves county;
D. twenty thousand dollars ($20,000) to extend the distribution lines to loop the water system to the northern area of Mesilla in Dona Ana county;
E. two hundred thousand dollars ($200,000) to acquire rights of way, engineer, survey and construct improvements to the Dona Ana mutual domestic water consumers association water system in Dona Ana county;
F. ten thousand dollars ($10,000) to drill and complete a new water well and construct a well house, booster station, water tank and distribution lines to the Malaga mutual domestic water consumers and sewer works association in Eddy county;
G. thirty thousand dollars ($30,000) to construct and implement phase 3 of the wastewater effluent reuse project in Carlsbad in Eddy county;
H. fifty thousand dollars ($50,000) to improve the community water system, including replacement of distribution lines and construction of a new water storage tank, in Loving in Eddy county;
I. fifty thousand dollars ($50,000) for phase 1 capital improvements, including a new well and engineering, for the Cottonwood water cooperative in Eddy county;
J. forty-nine thousand dollars ($49,000) to upgrade the wastewater treatment plant in Artesia in Eddy county;
K. nineteen thousand dollars ($19,000) to design and construct phase 3 of the wastewater effluent reuse project in Carlsbad in Eddy county;
L. fifty thousand dollars ($50,000) for water and wastewater system improvements for the La Luz mutual domestic water consumers association in Vaughn in Otero county;
M. one hundred twenty-five thousand dollars ($125,000) to provide a new water well near the Del Norte pump station and a booster pump system at the Harden overhead tower for fire flow and peak water demand requirements in Hobbs in Lea county, contingent on a fifty percent match from the city;
N. twenty-five thousand dollars ($25,000) to plan and develop a ground water storage and recovery project for the water users' association in Lea county;
O. fifty thousand dollars ($50,000) for water system improvements, including engineering services and purchase and installation of a water tank, in Corona in Lincoln county;
P. thirty thousand dollars ($30,000) to complete an engineering study and environmental assessment of the wastewater treatment system in the pueblo of Zuni in McKinley county;
Q. thirty-five thousand dollars ($35,000) to equip the northwest New Mexico regional solid waste authority in McKinley county;
R. three hundred thousand dollars ($300,000) to plan, design, engineer and construct improvements, including a hydraulic expansion, to the wastewater treatment plant in Gallup in McKinley county;
S. fifty thousand dollars ($50,000) to construct an additional storage tank and booster station and make related improvements in the Gamerco water and sanitation district in McKinley county;
T. forty thousand dollars ($40,000) for equipment for the northwest New Mexico regional solid waste authority in McKinley county;
U. forty thousand dollars ($40,000) to equip the northwest New Mexico regional solid waste authority in McKinley county;
V. one hundred thousand dollars ($100,000) for phase 1 of the sewer system project in Corrales in Sandoval and Bernalillo counties;
W. ten thousand dollars ($10,000) for water and sewer system improvements in Tucumcari in Quay county;
X. fifty thousand dollars ($50,000) to upgrade the water distribution supply system for the El Barranco mutual water domestic consumers association in Abiquiu in Rio Arriba county;
Y. fifty thousand dollars ($50,000) to upgrade the water system for the Gallina mutual domestic water consumers association in Rio Arriba county;
Z. twenty-five thousand dollars ($25,000) for planning water and wastewater treatment facilities in Chama in Rio Arriba county;
AA. one hundred thousand dollars ($100,000) to make improvements, including water line extensions, for the upper La Plata water users association in San Juan county;
BB. twenty-five thousand dollars ($25,000) to construct a storage tank to hold untreated drinking water in San Ysidro in Sandoval county;
CC. one hundred fifty thousand dollars ($150,000) to replace the water line on St. Andrews street in Rio Rancho in Sandoval county;
DD. one hundred thousand dollars ($100,000) to plan, design and construct the aerobic digester and dewatering facility at the wastewater treatment plant in Bernalillo in Sandoval county;
EE. fifty thousand dollars ($50,000) for phase 2 water system improvements to the Canyon mutual domestic water association in Sandoval county;
FF. nine thousand four hundred fifty dollars ($9,450) to replace an existing galvanized water storage reservoir and delivery system for the Solacito mutual domestic water consumers association water system in Santa Fe county;
GG. seven thousand two hundred fifty dollars ($7,250) to repair the septic system and make other related improvements to the Solacito mutual domestic water consumers association water system in Santa Fe county;
HH. fifty thousand dollars ($50,000) to design a wastewater treatment facility, a filtration plant and a wastewater collection system in Elephant Butte to serve Elephant Butte, Truth or Consequences and Williamsburg in Sierra county;
II. twenty-five thousand dollars ($25,000) to expand the sewer system for the El Prado water and sanitation district in Taos county;
JJ. twenty-five thousand dollars ($25,000) for phase 1 wastewater improvements in the El Valle de los Ranchos water and sanitation district in Taos county;
KK. twenty-five thousand dollars ($25,000) to make improvements, including purchasing and installing water meters, for the Talpa mutual domestic water consumers association in Taos county;
LL. fifty thousand dollars ($50,000) to purchase and install water meters, assemblies and make other related improvements to the Tajique water system in Torrance county;
MM. twenty thousand dollars ($20,000) to design and construct a wastewater system in Willard in Torrance county; and
NN. two hundred thousand dollars ($200,000) to rehabilitate the sanitary sewer system and install an inceptor line in Belen in Valencia county.
Section 13. STATE FAIR PROJECT--STATE FAIR COMMISSION--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the state fair commission that the need exists for the issuance of the bonds, one hundred thousand dollars ($100,000) is appropriated to the state fair commission to make improvements and furnish and equip the African-American pavilion at the state fairgrounds in Albuquerque in Bernalillo county.
Section 14. DEPARTMENT OF HEALTH PROJECTS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the department of health that the need exists for the issuance of the bonds, the following amounts are appropriated to the department of health for the following purposes:
A. two hundred thousand dollars ($200,000) to plan, design and construct or purchase a modular building for a facility for the Hatch health and human services center in Dona Ana county; and
B. twenty thousand dollars ($20,000) to purchase equipment, including computers and a copy machine, for Taos community services in Taos county.
Section 15. HIGHWAY PROJECTS--STATE HIGHWAY AND TRANSPORTATION DEPARTMENT--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the state highway and transportation department that the need exists for the issuance of the bonds, the following amounts are appropriated to the state highway and transportation department for the following purposes:
A. one hundred thousand dollars ($100,000) for road improvements in the north area of Albuquerque in house district 23 in Bernalillo county;
B. one hundred thirty-five thousand dollars ($135,000) to acquire rights of way and to construct roadway drainage and pavement improvements to Five Points road from Bridge boulevard to Atrisco drive in the south valley, including sections of this street both inside and outside the city of Albuquerque in Bernalillo county;
C. thirty thousand dollars ($30,000) to construct improvements to Sun Beam road in the Five Points area of the south valley in Bernalillo county;
D. twenty-three thousand dollars ($23,000) for asphalt overlay on Lake avenue SW in the Atrisco area of the south valley in Bernalillo county;
E. twenty-three thousand dollars ($23,000) for asphalt overlay on Evergreen drive SW in the Armijo area of the south valley in Bernalillo county;
F. five thousand five hundred dollars ($5,500) to construct improvements, including an elevated speed table, at the approach to the intersection of La Vega and Armijo roads in the south valley area of Bernalillo county;
G. five thousand dollars ($5,000) to acquire easements for streetlights along Vito Romero road, De Baca circle, La Vega drive and Ann avenue in the Armijo area of the south valley in Bernalillo county;
H. six thousand dollars ($6,000) for speed humps on Princess Jeanne avenue in front of Bellehaven elementary school in Albuquerque in Bernalillo county;
I. twenty thousand dollars ($20,000) to install street lighting in the Alta Monte neighborhood in Albuquerque in Bernalillo county;
J. sixteen thousand dollars ($16,000) for paving improvements to Paseo Bueno court in the south valley of Bernalillo county, contingent on an equal match from the county;
K. twenty-four thousand dollars ($24,000) for paving improvements to Paseo del Blanco court in the south valley of Bernalillo county;
L. fifty thousand dollars ($50,000) to improve and repave Sandia View street NW east of Second street in Bernalillo county;
M. seventy-five thousand dollars ($75,000) for improvements to Edith boulevard NE in the north valley area of Albuquerque in Bernalillo county;
N. twenty-five thousand dollars ($25,000) to pave Violet road from Foothill drive south to its terminus in the south valley of Bernalillo county;
O. twenty-one thousand two hundred fifty dollars ($21,250) for improvements to Breece road in the south valley area of Bernalillo county;
P. twenty-one thousand two hundred fifty dollars ($21,250) for road improvements to Sunrise circle in the south valley area of Bernalillo county;
Q. twenty-one thousand two hundred fifty dollars ($21,250) for road improvements to Wenk road in the south valley area of Bernalillo county;
R. fifteen thousand dollars ($15,000) for road improvements to Sunshine lane in the south valley area of Bernalillo county;
S. twenty-one thousand two hundred fifty dollars ($21,250) for road improvements to Forman road in the south valley area of Bernalillo county;
T. thirty-five thousand dollars ($35,000) to install streetlights in the Adobe Acres neighborhood in the south valley of Bernalillo county;
U. fifty thousand dollars ($50,000) to chip seal county road 8 between roads E and G in Curry county;
V. one hundred fifty thousand dollars ($150,000) to caliche and chip seal various county roads in Curry county;
W. two hundred twenty-five thousand dollars ($225,000) to surface and improve East Seventh street, including widening and installing curbs, gutters and streetlights and upgrading the traffic signals between Norris street and Humphrey road, in Clovis in Curry county;
X. one hundred thousand dollars ($100,000) to surface and improve east Seventh street, including widening and installing curbs, gutters and streetlights and upgrading the traffic signals between Norris street and Humphrey road, in Clovis in Curry county;
Y. one hundred thousand dollars ($100,000) to improve west Seventh street from Hondo street to United States highway 60/84 in Clovis in Curry county;
Z. fifty thousand dollars ($50,000) to plan, design and construct an asphalt path and purchase and install an irrigation system, benches and stop stations to the north Triviz boulevard multi-use path project in Las Cruces in Dona Ana county;
AA. thirty thousand dollars ($30,000) to purchase and install streetlights in the communities of Chaparral, Anthony and Tortugas in Dona Ana county;
BB. twenty-five thousand dollars ($25,000) to make road improvements, including construction of a cul de sac and drainage channel, in the Tierra Nueva business park in Anthony in Dona Ana county;

LLLLLLL. fifty thousand dollars ($50,000) to replace unsafe bleachers and equip the playgrounds in the Des Moines municipal school district in Union county.
Section 20. VETERANS PROJECT--NEW MEXICO VETERANS' SERVICE COMMISSION--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the New Mexico veterans' service commission that the need exists for the issuance of the bonds, one hundred ninety-three thousand dollars ($193,000) is appropriated to the New Mexico veterans' service commission to plan, design, engineer and make improvements to the veterans' cemetery at Fort Stanton in Lincoln county.
Section 21. STATE BUILDINGS--PUBLIC BUILDINGS REPAIR FUND PROJECTS--SEVERANCE TAX BONDS--APPROPRIATION FROM FUND TO CAPITAL PROGRAM FUND.--
A. Pursuant to the provisions of Section 1 of this act, upon certification by the property control division of the general services department that the need exists for the issuance of the bonds, ten million dollars ($10,000,000) is appropriated to the public buildings repair fund for various capital improvements at public buildings throughout the state.
B. Ten million dollars ($10,000,000) is appropriated from the public buildings repair fund to the capital program fund for expenditure in fiscal years 2001 through 2006 to renovate and make improvements to state facilities throughout the state, and the unexpended balance shall revert to the public buildings repair fund.
Section 22. ALBUQUERQUE TECHNICAL-VOCATIONAL INSTITUTE PROJECTS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the governing board of Albuquerque technical-vocational institute that the need exists for the issuance of the bonds, one hundred fifty thousand dollars ($150,000) is appropriated to the governing board of Albuquerque technical-vocational institute to design, construct, equip and furnish an early childhood center at the south valley campus of Albuquerque technical-vocational institute in Bernalillo county.
Section 23. NEW MEXICO MILITARY INSTITUTE PROJECT--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the board of regents of New Mexico military institute that the need exists for the issuance of the bonds, one hundred thousand dollars ($100,000) is appropriated to the board of regents of New Mexico military institute for capital improvements, including construction and installation of bleachers and repair of flooring, at Godfrey center at New Mexico military institute in Roswell in Chaves county.
Section 24. NEW MEXICO STATE UNIVERSITY PROJECTS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the board of regents of New Mexico state university that the need exists for the issuance of the bonds, the following amounts are appropriated to the board of regents of New Mexico state university for the following purposes:
A. sixty thousand dollars ($60,000) to purchase musical instruments for the New Mexico state university band;
B. twenty-five thousand dollars ($25,000) for improvements to the athletic facilities at New Mexico state university in Las Cruces in Dona Ana county;
C. fifty thousand dollars ($50,000) to purchase digital videotape recorders for the KRWG television station at New Mexico state university in Las Cruces in Dona Ana county;
D. one hundred thousand dollars ($100,000) for renovating and conserving the World War I and II memorial tower at New Mexico state university in Las Cruces in Dona Ana county;
E. ten thousand dollars ($10,000) to improve and equip the Carlsbad soil and water conservation building, including compliance with uniform building codes and the requirements of the Americans with Disabilities Act of 1990, in Eddy county;
F. fourteen thousand dollars ($14,000) for improvements to the Carlsbad soil and water conservation district building in Carlsbad in Eddy county;
G. nineteen thousand dollars ($19,000) for improvements to the Hope pipeline project for the Hope community ditch association of the Penasco soil and water conservation district in Hope in Eddy county; and
H. fourteen thousand dollars ($14,000) for the Hackberry watershed flood control project in the Carlsbad soil and water conservation district in Eddy county.
Section 25. SAN JUAN COLLEGE PROJECTS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the governing board of San Juan college that the need exists for the issuance of the bonds, the following amounts are appropriated to the governing board of San Juan college for the following purposes:
A. one hundred ten thousand dollars ($110,000) to make capital improvements, including the installation of security and safety lighting and paving of an entrance roadway and parking area, at the San Juan college riverview education and recreation center in Kirtland in San Juan county;
B. four hundred thousand dollars ($400,000) to continue construction of the shelled area of the computer science building, including plumbing, heating and cooling systems, floors and walls, at San Juan college in Farmington in San Juan county; and
C. ninety thousand dollars ($90,000) for phase 3 of the multipurpose center project in Aztec in northeast San Juan county.
Section 26. UNIVERSITY OF NEW MEXICO PROJECTS--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the board of regents of the university of New Mexico that the need exists for the issuance of the bonds, the following amounts are appropriated to the board of regents of the university of New Mexico for the following purposes:
A. thirty-five thousand dollars ($35,000) to purchase a cargo van for the "wemagination" center at the family development training institute at the university of New Mexico in Albuquerque in Bernalillo county;
B. thirty-three thousand five hundred dollars ($33,500) to purchase and install computers stations, including educational and entertainment software for the Jeff Apodaca celebration of life computer center, for the university of New Mexico children's hospital in Bernalillo county;
C. four hundred twenty-five thousand dollars ($425,000) to plan, design, construct, furnish and equip the centennial engineering complex at the university of New Mexico in Albuquerque in Bernalillo county; and
D. ninety-seven thousand dollars ($97,000) to plan and design an instructional facility at the university of New Mexico Valencia campus in Valencia county.
Section 27. WASTEWATER FACILITY CONSTRUCTION LOAN FUND--DEPARTMENT OF ENVIRONMENT--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the department of environment that the need exists for the issuance of the bonds, one million five hundred thousand dollars ($1,500,000) is appropriated to the wastewater facility construction loan fund to carry out the provisions of the Wastewater Facility Construction Loan Act.
Section 28. APPROPRIATION FROM GENERAL FUND TO CAPITAL PROJECTS FUND.--One hundred thirty million five hundred thousand dollars ($130,500,000) is appropriated from the general fund to the capital projects fund for expenditure in fiscal years 2001 through 2006. Any unexpended balance remaining at the end of fiscal year 2006 shall revert to the capital projects fund. Money in the capital projects fund shall not revert to any other fund at the end of a fiscal year.
Section 29. AGING PROJECTS--STATE AGENCY ON AGING--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the state agency on aging for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) twenty thousand dollars ($20,000) to purchase a van for the North Valley senior center in Albuquerque in Bernalillo county;
(2) forty-five thousand dollars ($45,000) to make capital improvements, including fencing and parking lot paving, to the Lake Arthur senior center in Chaves county;
(3) sixty-five thousand dollars ($65,000) to acquire property for, plan, design, remodel, equip and furnish the Colfax county senior center in Colfax county;
(4) fifteen thousand six hundred dollars ($15,600) to plan, design and construct a senior center in Artesia in Eddy county;
(5) fifteen thousand dollars ($15,000) to purchase a van that is accessible to senior citizens and persons with handicaps for the city of Santa Rosa in Guadalupe county;
(6) forty-five thousand dollars ($45,000) to plan and design an eastern Navajo elderly group home and care center for the Crownpoint chapter in McKinley county;
(7) twenty-five thousand dollars ($25,000) to expand and renovate the senior center in the pueblo of San Felipe in Sandoval county;
(8) twenty thousand dollars ($20,000) to renovate and expand the senior center in Placitas in Sandoval county;
(9) one hundred thousand dollars ($100,000) to plan, design, construct and equip a senior center for the Glorieta-Eldorado area of Santa Fe county;
(10) one hundred thousand dollars ($100,000) to design the expansion of the senior center meal site in Truth or Consequences in Sierra county;
(11) twenty-five thousand dollars ($25,000) to renovate the senior center in Mountainair in Torrance county;
(12) two hundred ninety-six thousand nine hundred twenty-five dollars ($296,925) to purchase and equip vehicles for planning and service area 1 in Bernalillo county;
(13) one million four hundred thirty-eight thousand nine hundred ninety-seven dollars ($1,438,997) to purchase and equip vehicles for planning and service area 2 in several counties;
(14) four hundred forty-six thousand three hundred sixty-six dollars ($446,366) to purchase and equip vehicles for planning and service area 3 in Eddy, Lea and Lincoln counties;
(15) ninety-one thousand six hundred sixty-six dollars ($91,666) to purchase and equip vehicles for planning and service area 4 in several counties;
(16) ninety-one thousand six hundred sixty-six dollars ($91,666) to purchase and equip vehicles for planning and service area 5 in the Navajo Nation;
(17) ninety-one thousand six hundred sixty-six dollars ($91,666) to purchase and equip vehicles for planning and service area 6 in several counties; and
(18) three hundred fifty-six thousand five hundred twenty-five dollars ($356,525) to design, construct and equip an adult daycare addition for the Espanola senior center operated by Rio Arriba county.
B. Unexpended balances shall revert to the capital projects fund.
Section 30. ARMORY PROJECTS--STATE ARMORY BOARD--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the state armory board for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) one hundred thousand dollars ($100,000) to make capital improvements, including re-roofing and replacing the heating, ventilation and air conditioning infrastructure, to a building being used as a center for contemporary arts in Santa Fe in Santa Fe county; and
(2) two million dollars ($2,000,000) for the statewide armory renovation and rehabilitation project.
B. Unexpended balances shall revert to the capital projects fund.
Section 31. STATE BUILDING PROJECTS--CAPITAL PROGRAM FUND--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the capital program fund for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) one million five hundred thousand dollars ($1,500,000) to plan, design, construct and equip the quad services laboratory at the university of New Mexico in Albuquerque in Bernalillo county;
(2) two hundred sixteen thousand dollars ($216,000) to renovate and make improvements to the Alamogordo workforce development center in Otero county;
(3) one hundred seventy-four thousand dollars ($174,000) to renovate and improve the Farmington workforce development center in San Juan county; and
(4) ten million dollars ($10,000,000) to continue converting the state's microwave radio system to digital technology.
B. Unexpended balances shall revert to the capital projects fund.
Section 32. CULTURAL AFFAIRS PROJECTS--OFFICE OF CULTURAL AFFAIRS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the office of cultural affairs for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) two million forty-seven thousand dollars ($2,047,000) to plan, design, construct, equip and furnish a new annex to the palace of the governors in Santa Fe in Santa Fe county; and
(2) one million dollars ($1,000,000) to renovate, repair and make improvements to state museums and facilities located throughout the state.
B. Unexpended balances shall revert to the capital projects fund.
Section 33. HISTORIC PRESERVATION PROJECTS--OFFICE OF CULTURAL AFFAIRS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the historic preservation division of the office of cultural affairs for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) fifty thousand dollars ($50,000) for preservation and renovation of the McKinley county courthouse; and
(2) one hundred eighty-five thousand dollars ($185,000) for fabrication and installation of exhibits at the Camino Real de Tierra Adentro heritage center in Socorro county.
B. Unexpended balances shall revert to the capital projects fund.
Section 34. STATE FAIR PROJECTS--STATE FAIR COMMISSION--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the state fair commission for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) two million five hundred thousand dollars ($2,500,000) to improve facilities and infrastructure and to renovate or replace horse stalls throughout the New Mexico state fairgrounds in Bernalillo county; and
(2) twenty-five thousand dollars ($25,000) to make improvements and furnish and equip the African-American pavilion at the state fairgrounds in Albuquerque in Bernalillo county.
B. Unexpended balances shall revert to the capital projects fund.
Section 35. FORESTRY PROJECT--ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT--CAPITAL PROJECTS FUND.--Four hundred sixty thousand dollars ($460,000) is appropriated from the capital projects fund to the energy, minerals and natural resources department for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, to purchase forestry fire engines. Unexpended balances shall revert to the capital projects fund.
Section 36. STATE ENGINEER PROJECTS--OFFICE OF THE STATE ENGINEER--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the office of the state engineer for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) three hundred fifty-three thousand dollars ($353,000) to acquire land for, design and construct the flood control project on north Edith boulevard in Albuquerque in Bernalillo county;
(2) fifteen thousand dollars ($15,000) for improvements to the acequia in Chimayo in the acequia de la Canada commission in Rio Arriba county;
(3) one million five hundred thousand dollars ($1,500,000) for capital improvements on the San Juan river for endangered fish species recovery in San Juan county;
(4) fifty thousand dollars ($50,000) for ditch improvements to the Los Trigos ditch association in La Puebla in San Miguel county;
(5) one hundred thousand dollars ($100,000) for the installation of pipeline to open ditches, sediment removal and spillway and headwall repair for the Ponderosa ditch association in Sandoval county;
(6) five hundred thousand dollars ($500,000) for well-metering equipment and constructing monitoring wells in the Nambe-Pojoaque-Tesuque basin in Santa Fe county;
(7) fifty thousand dollars ($50,000) to rehabilitate the Hillsboro and Monticello levees in Sierra county;
(8) twenty-five thousand dollars ($25,000) for improvements and inlet and pipeline extensions to the Cuchillo Valley water users acequia association water system in Sierra county; and
(9) fifty thousand dollars ($50,000) to improve and upgrade the acequia Aguilar with the El Valle acequia association in Taos county.
B. Unexpended balances shall revert to the capital projects fund.
Section 37. ENVIRONMENT PROJECTS--DEPARTMENT OF ENVIRONMENT--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the department of environment for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) one hundred seventy thousand dollars ($170,000) to complete phase 3 of the water system improvements project in Tijeras in Bernalillo county;
(2) nine hundred thousand dollars ($900,000) for sewer infrastructure in area J, the Rob Lee meadows, in Los Ranchos de Albuquerque in Bernalillo county;
(3) forty thousand dollars ($40,000) to make water and sewer system improvements in Eagle Nest in Colfax county;
(4) fifty thousand dollars ($50,000) to extend the distribution lines to loop the water system to the northern area of Mesilla in Dona Ana county;
(5) seventy-five thousand dollars ($75,000) to acquire rights of way, engineer, survey and construct improvements to the Dona Ana mutual domestic water consumers association water system in Dona Ana county;
(6) thirty thousand dollars ($30,000) to extend the distribution lines to loop the water system at the south end of Estrada road in Mesilla in Dona Ana county;
(7) twenty thousand dollars ($20,000) to extend the distribution lines to loop the water system on Calle de Oeste street in Mesilla in Dona Ana county;
(8) fifty thousand dollars ($50,000) to extend the distribution lines to loop the water system to the northern area of Mesilla in Dona Ana county;
(9) twenty-five thousand dollars ($25,000) for phase 1 capital improvements, including a new well and engineering, for the Cottonwood water cooperative in Eddy county;
(10) fifteen thousand six hundred dollars ($15,600) to upgrade the wastewater treatment plant in Artesia in Eddy county;
(11) fifteen thousand six hundred dollars ($15,600) to design and construct phase 3 of the wastewater effluent reuse project in Carlsbad in Eddy county;
(12) fifty thousand dollars ($50,000) to replace water and sewer lines on Northside street in Santa Rosa in Guadalupe county;
(13) eighty thousand dollars ($80,000) to renovate the water line and repair tanks in Eunice in Lea county;
(14) fifty thousand dollars ($50,000) for water system improvements, including engineering services and purchase and installation of a water tank, in Corona in Lincoln county;
(15) fifty-five thousand dollars ($55,000) for improvements to the wastewater treatment plant, a constructed wetland system, in Capitan in Lincoln county;
(16) seventy thousand dollars ($70,000) to plan, design, engineer and construct improvements, including a hydraulic expansion, to the wastewater treatment plant in Gallup in McKinley county;
(17) fifty thousand dollars ($50,000) to construct an additional storage tank and booster station and make related improvements in the Gamerco water and sanitation district in McKinley county;
(18) fifty thousand dollars ($50,000) for phase 4 improvements to the Bluewater Acres domestic water association in Thoreau in McKinley county;
(19) one hundred fifty thousand dollars ($150,000) to construct pipelines and other improvements for the Corrales sewer system project in Sandoval and Bernalillo counties;
(20) fifty thousand dollars ($50,000) for phase 1 of the sewer system project in Corrales in Sandoval and Bernalillo counties;
(21) seventy-five thousand dollars ($75,000) for water and wastewater system improvements for the La Luz mutual domestic water consumers association in Vaughn in Otero county;
(22) forty thousand dollars ($40,000) for water and sewer system improvements in Tucumcari in Quay county;
(23) thirty-five thousand dollars ($35,000) to construct a water well for the Ojo Sarco mutual domestic water consumers association in Rio Arriba county;
(24) ninety thousand dollars ($90,000) to make improvements, including water line extensions, for the upper La Plata water users association in San Juan county;
(25) thirty thousand dollars ($30,000) for a feasibility study on a second source water supply for Bloomfield in San Juan county;
(26) one hundred twenty thousand dollars ($120,000) for an engineering study and design for the expansion of the wastewater treatment plant in Bloomfield in San Juan county;
(27) one hundred thousand dollars ($100,000) to replace the water line on St. Andrews street in Rio Rancho in Sandoval county;
(28) fifty thousand dollars ($50,000) to plan, design and construct the aerobic digester and dewatering facility at the wastewater treatment plant in Bernalillo in Sandoval county;
(29) one hundred thousand dollars ($100,000) to conduct an engineering analysis and construct a wastewater system for Cochiti Lake in Sandoval county;
(30) two hundred twenty thousand dollars ($220,000) to purchase and install computer cable at department of environment offices in Santa Fe county;
(31) sixty-five thousand dollars ($65,000) to expand the sewer system for the El Prado water and sanitation district in Taos county;
(32) fifty thousand dollars ($50,000) for phase 1 wastewater improvements in the El Valle de los Ranchos water and sanitation district in Taos county;
(33) fifty thousand dollars ($50,000) to purchase and install a new tank and extend the water lines and insulation for the Trampas mutual domestic water consumers association in Taos county;
(34) twenty thousand dollars ($20,000) for the Santa Barbara valley mutual domestic water consumers association to plan, design and construct a community domestic water system for the communities of Llano Largo and Llano de la Llegua in the upper Rodarte communities in Taos county;
(35) fifty thousand dollars ($50,000) to purchase and install water meters, assemblies and make other related improvements to the Tajique water system in Torrance county;
(36) thirty thousand dollars ($30,000) to design and construct a wastewater system in Willard in Torrance county;
(37) one hundred fifty thousand dollars ($150,000) to rehabilitate the sanitary sewer system and install an inceptor line in Belen in Valencia county;
(38) sixty thousand dollars ($60,000) to drill and complete a new water well and construct a well house, booster station, water tank and distribution lines to the Malaga mutual domestic water consumers and sewer works association in Eddy county; and
(39) one hundred thousand dollars ($100,000) to replace and upgrade water system infrastructure to sustain the community's water supply system, including upgrades of pipelines, valves, services, pumping stations and tanks, in Santa Fe in Santa Fe county.
B. Unexpended balances shall revert to the capital projects fund.
Section 38. GENERAL SERVICES DEPARTMENT PROJECT--CAPITAL PROJECTS FUND.--Two million dollars ($2,000,000) is appropriated from the capital projects fund to the general services department for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, to purchase new vehicles. Unexpended balances shall revert to the capital projects fund.
Section 39. HIGHWAY PROJECTS--STATE HIGHWAY AND TRANSPORTATION DEPARTMENT--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the state highway and transportation department for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) one hundred thousand dollars ($100,000) for road improvements in the north area of Albuquerque in house district 23 in Bernalillo county;
(2) fifty thousand dollars ($50,000) to construct improvements to Sun Beam road in the Five Points area of the south valley in Bernalillo county;
(3) sixty thousand dollars ($60,000) for a drainage study to eliminate flooding on Trujillo road between Sunset road and the irrigation ditch in the south valley area of Bernalillo county;
(4) three hundred thousand dollars ($300,000) to engineer, design and reconstruct Mountain Valley road north of interstate 40 in the east mountain area of Bernalillo county;
(5) two hundred thousand dollars ($200,000) to landscape grounds affected by the construction at the interstates 25 and 40 interchange in Albuquerque in Bernalillo county;
(6) four thousand dollars ($4,000) for speed humps on Princess Jeanne avenue in front of Bellehaven elementary school in Albuquerque in Bernalillo county;
(7) twenty-five thousand dollars ($25,000) for paving improvements to Oja de Arbole court in the south valley of Bernalillo county;
(8) twenty-five thousand dollars ($25,000) for paving improvements to Saunders road in the south valley of Bernalillo county;
(9) twenty-five thousand dollars ($25,000) for improvements to Edith boulevard NE in the north valley area of Albuquerque in Bernalillo county;
(10) twenty-five thousand dollars ($25,000) to pave Shipman and Canal roads from Foothill drive south to its terminus in the south valley of Bernalillo county;
(11) twenty-five thousand dollars ($25,000) to pave Violet road from Foothill drive south to its terminus in the south valley of Bernalillo county;
(12) ten thousand dollars ($10,000) for improvements to Breece road in the south valley area of Bernalillo county;
(13) ten thousand dollars ($10,000) for road improvements to Sunrise circle in the south valley area of Bernalillo county;
(14) ten thousand dollars ($10,000) for road improvements to Forman road in the south valley area of Bernalillo county;
(15) ten thousand dollars ($10,000) for road improvements to Wenk road in the south valley area of Bernalillo county;
(16) fifteen thousand dollars ($15,000) to install streetlights in the Adobe Acres neighborhood in the south valley of Bernalillo county;
(17) one hundred thousand dollars ($100,000) to apply caliche and chip seal various county roads in Curry county;
(18) two hundred thousand dollars ($200,000) to surface and improve east Seventh street, including widening and installing curbs, gutters and streetlights and upgrading the traffic signals between Norris street and Humphrey road in Clovis in Curry county;
(19) sixty thousand dollars ($60,000) to improve west Seventh street from Hondo street to United States highway 60/84 in Clovis in Curry county;
(20) fifty thousand dollars ($50,000) to plan, design and construct an asphalt path and purchase and install an irrigation system, benches and stop stations to the north Triviz boulevard multi-use path project in Las Cruces in Dona Ana county;
(21) ninety thousand dollars ($90,000) to improve and surface two miles of road on Hermosa drive in Chaparral in Dona Ana county;
(22) twenty-five thousand dollars ($25,000) to make road improvements, including construction of a cul de sac and drainage channel, in the Tierra Nueva business park in Anthony in Dona Ana county;
(23) twenty-five thousand dollars ($25,000) for extension and reconstruction of Tashiro road in Las Cruces in Dona Ana county;
(24) one hundred twenty-five thousand dollars ($125,000) for paving and drainage improvements to Pattie street in Hurley in Grant county;
(25) seventy-five thousand dollars ($75,000) for streetlights in the historic downtown area of Silver City in Grant county;
(26) twenty-five thousand dollars ($25,000) to make improvements, including conversion to two-lane traffic, to La Pradira bridge in Santa Rosa in Guadalupe county;
(27) seventy-five thousand dollars ($75,000) for street repairs and improvements in Roy in Harding county;
(28) fifty thousand dollars ($50,000) to provide slurry materials for sealing city streets in Hobbs in Lea county, contingent on a fifty percent match from the city;
(29) thirty thousand dollars ($30,000) to pave Wyoming avenue and Ninth street at the former junior high building and to improve the parking lot in Jal in Lea county;
(30) forty thousand dollars ($40,000) to reconstruct Gurley drive, an access road to the university of New Mexico campus, to ease congestion and ensure safety in Gallup in McKinley county;
(31) forty-five thousand dollars ($45,000) for improvements to Willie's Camp road in McKinley county;
(32) twenty-five thousand dollars ($25,000) to make road and drainage improvements in the Homer C. Jones subdivision at Bluewater lake in McKinley county;
(33) two hundred ten thousand dollars ($210,000) for phase 2 construction of the Loma Larga road project from Meadowlark lane to Coronado road in Corrales in Sandoval and Bernalillo counties;
(34) twenty-five thousand dollars ($25,000) to improve county roads in the Haystack area of McKinley and Cibola counties;
(35) one hundred thousand dollars ($100,000) to resurface South Florida avenue from First street to Panorama boulevard in Alamogordo in Otero county;
(36) fifty thousand dollars ($50,000) for improvements to county road 78 in Truchas in Rio Arriba county;
(37) fifty thousand dollars ($50,000) to improve various streets in Portales in Roosevelt county;
(38) five thousand dollars ($5,000) to recondition the Variadero bridge deck on county road C-59 in San Miguel county;
(39) thirty thousand dollars ($30,000) for improvements to county road B-51-A in Pecos in San Miguel county;
(40) thirty thousand dollars ($30,000) for improvements to county road B-40-A in Alcon in San Miguel county;
(41) three hundred fifty thousand dollars ($350,000) to improve Unser boulevard, including widening to four lanes from Abrazo road to Cherry road, in Rio Rancho in Sandoval county;
(42) fifty thousand dollars ($50,000) to improve the unpaved principal arterial Idalia road from Northern boulevard and Broadmoor drive north to Idalia and then northeast to Kim road in Rio Rancho in Sandoval county;
(43) ninety thousand dollars ($90,000) to install speed humps or bumps, curbs and gutters and make other related improvements for traffic calming in the Casa Alegre neighborhood in Santa Fe in Santa Fe county;
(44) seventy thousand dollars ($70,000) to widen and install drainage improvements at the intersection of New Mexico state road 68 and La Joya street intersection in Santa Fe county;
(45) forty thousand dollars ($40,000) for road improvements to school bus routes in the Abo Valley subdivision in Veguita in Socorro county;
(46) twenty-five thousand dollars ($25,000) to construct an aircraft hangar for the civil air patrol aircraft based at the Taos municipal airport in Taos county;
(47) seventy-five thousand dollars ($75,000) for phase 2 improvements, including acquiring rights of way and repaving, to county road B-143 in Taos county;
(48) two hundred thousand dollars ($200,000) to make improvements, including widening of the road and installation of storm drains, to Twining road in Taos Ski Valley in Taos county;
(49) thirty thousand dollars ($30,000) for improvements to Lavender road and Farrell road in Taos county;
(50) fifty thousand dollars ($50,000) to pave the Rio del Oro north loop and the access road to the Career academy and for paving Vista Bonita in Los Lunas in Valencia county;
(51) ninety-five thousand dollars ($95,000) to make improvements to Los Lentes road in Los Lunas in Valencia county;
(52) fifty thousand dollars ($50,000) to continue with phase 2 improvements of Vallejos road in Los Lunas in Valencia county;
(53) one million three hundred thousand dollars ($1,300,000) to landscape grounds affected by the construction at the interstates 25 and 40 interchange in Albuquerque in Bernalillo county;
(54) seventy-five thousand dollars ($75,000) to design the Caja del Rio-599 interchange in Santa Fe county;
(55) fifty thousand dollars ($50,000) to realign and install a signal light at the intersection of state road 76 and McCurdy road in Espanola in Santa Fe county; and
(56) seventy-five thousand dollars ($75,000) to pave, construct curbs, gutters and sidewalks and install drainage treatment to Juan de Dios road in Santa Fe in Santa Fe county.
B. Unexpended balances shall revert to the capital projects fund.
Section 40. INDIAN AFFAIRS PROJECTS--NEW MEXICO OFFICE OF INDIAN AFFAIRS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the New Mexico office of Indian affairs for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) thirty thousand dollars ($30,000) to purchase and equip vehicles for the Pine Hill school in the Ramah Navajo chapter in Cibola county;
(2) fifty thousand dollars ($50,000) to purchase and install a modular building for the Ramah district court's drug court program in Cibola county;
(3) fifty thousand dollars ($50,000) to plan, design and construct a wellness center for the Ramah Navajo community in Pine Hill in Cibola county;
(4) sixty thousand dollars ($60,000) to plan and design expansion and improvements for the existing wastewater system at Ramah Navajo chapter in Cibola county;
(5) seventy-five thousand dollars ($75,000) for bathroom additions in the vicinity of and north of the Pine Hill community of the Ramah Navajo chapter in Cibola county;
(6) sixty-five thousand dollars ($65,000) to plan and design a family center for the pueblo of Laguna in Cibola county;
(7) fifty thousand dollars ($50,000) to plan, design, construct, equip and furnish an education center in the pueblo of Acoma in Cibola county;
(8) fifty thousand dollars ($50,000) to construct a visitors' center to serve as a visitor education and referral point at the pueblo of Zuni in McKinley county;
(9) thirty thousand dollars ($30,000) for phase 1 of the bathroom addition project in the south Chichiltah community of the Chichiltah chapter in McKinley county;
(10) forty-five thousand dollars ($45,000) to plan, design and construct a multipurpose building in the Baca and Prewitt areas of McKinley county;
(11) twenty-five thousand dollars ($25,000) to design and construct a kitchen addition for the head start modular building at the White Horse chapter in McKinley county;
(12) twenty-five thousand dollars ($25,000) to design and construct a head start facility at the Little Water chapter in McKinley county;
(13) twenty-five thousand dollars ($25,000) to plan and design a child development center in the Star Lake community in McKinley county;
(14) thirty thousand dollars ($30,000) to plan, design and construct a building to house community school vehicles and repair facilities in Tohatchi in McKinley county;
(15) seventy-five thousand dollars ($75,000) to renovate, expand and extend utilities to a community building in the Red Lake chapter in McKinley county;
(16) ten thousand dollars ($10,000) to purchase and install playground equipment for a new child activity area at the Jicarilla Apache tribe community park in Dulce in Rio Arriba county;
(17) one hundred thousand dollars ($100,000) to continue the extension project of the municipal water system in the south area of Shiprock in San Juan county;
(18) forty-five thousand dollars ($45,000) to renovate the Shiprock boys' and girls' club facility, including the addition of upper floor space, in Shiprock in San Juan county;
(19) fifty thousand dollars ($50,000) to extend power to indigent residents in the Red Valley Navajo chapter in San Juan county;
(20) fifty thousand dollars ($50,000) to construct a field office for temporary assistance for needy families and related service programs for the Navajo Nation in Shiprock in San Juan county;
(21) seventy-five thousand dollars ($75,000) to purchase and install a fixed mammogram unit for the northern Navajo medical center in Shiprock in San Juan county;
(22) twenty-five thousand dollars ($25,000) to construct a field office for temporary assistance for needy families and related service programs for the Navajo Nation in Shiprock in San Juan county;
(23) fifty thousand dollars ($50,000) for archaeological clearances, environmental assessments, biological surveys and right-of-way powerline expenses in the Adobe area of Huerfano in San Juan county;
(24) twenty-five thousand dollars ($25,000) for archaeological clearances, environmental assessments, biological surveys and right-of-way powerline expenses in the Bisti area of Huerfano in San Juan county;
(25) sixty-five thousand dollars ($65,000) to renovate the boys' and girls' club building in Nageezi chapter in San Juan county;
(26) seventy-five thousand dollars ($75,000) to purchase and install a septic tank and improve the drain field of the community wastewater system in Nageezi chapter in San Juan county;
(27) fifty thousand dollars ($50,000) to extend powerlines to the Chaco Wash area of Newcomb in San Juan county;
(28) seventy-five thousand dollars ($75,000) to improve and equip the playground at the head start at the pueblo of Cochiti in Sandoval county;
(29) fifty thousand dollars ($50,000) to equip and improve the playground at the pueblo of Zia in Sandoval county;
(30) fifty thousand dollars ($50,000) to construct drainage, water and lighting infrastructure at the Santa Ana business center in Sandoval county;
(31) twenty-five thousand dollars ($25,000) to pave campus roads and parking areas, including installation of curbs and gutters, at the institute of American Indian arts in Santa Fe county;
(32) twenty-five thousand dollars ($25,000) to make phase 1 improvements, including purchasing of portable offices and constructing a new foundation, for the educational facility at the pueblo of Taos in Taos county;
(33) eighty-five thousand dollars ($85,000) for phase 3 construction of the wellness and recreation center at the pueblo of Pojoaque in Santa Fe county; and
(34) twenty-five thousand dollars ($25,000) to pave campus roads and parking areas, including installation of curbs and gutters, at the institute of American Indian arts in Santa Fe county.
B. Unexpended balances shall revert to the capital projects fund.
Section 41. INTERSTATE STREAM PROJECT--INTERSTATE STREAM COMMISSION--CAPITAL PROJECTS FUND.--Ten thousand dollars ($10,000) is appropriated from the capital projects fund to the interstate stream commission for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for repairs to the El Vadito de Cerrillos dam on the San Marcos arroyo in Santa Fe county. Unexpended balances shall revert to the capital projects fund.
Section 42. LOCAL GOVERNMENT PROJECTS--LOCAL GOVERNMENT DIVISION--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the local government division of the department of finance and administration for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) one hundred fifteen thousand dollars ($115,000) for site improvements, playground equipment, landscaping, installation of an irrigation system and improvements to meet the requirements of the Americans with Disabilities Act of 1990 at the Kit Carson park in Albuquerque in Bernalillo county;
(2) two hundred fifty thousand dollars ($250,000) to improve parking in the Nob Hill area of Albuquerque in Bernalillo county;
(3) ninety thousand dollars ($90,000) to renovate the auditorium, including new seats, carpets and draperies, to provide a performing arts facility at the Hiland theater for use by the seniors and youth of Albuquerque in Bernalillo county;
(4) fifty thousand dollars ($50,000) to purchase and install exhibits and equipment at the Explora science center and children's museum in Albuquerque in Bernalillo county;
(5) thirty thousand dollars ($30,000) for a feasibility study to evaluate water supply alternatives and techniques to maximize and enhance effective diversion of city and county water rights in Santa Fe county;
(6) fifty thousand dollars ($50,000) for phase 2 renovation of the Rio Grande pool facility in Albuquerque in Bernalillo county;
(7) forty thousand dollars ($40,000) to renovate the Barelas community center in Albuquerque in Bernalillo county;
(8) seventy-five thousand dollars ($75,000) to purchase and install emergency sirens at the four east mountain district fire stations in Tijeras in Bernalillo county;
(9) five thousand dollars ($5,000) to landscape medians on Comanche street between Louisiana and San Mateo boulevards in Albuquerque in Bernalillo county;
(10) ten thousand dollars ($10,000) to plan and design renovations to the play area, including compliance with the Americans with Disabilities Act of 1990, at Quigley park in Albuquerque in Bernalillo county;
(11) ninety thousand dollars ($90,000) for renovations to the play area, including equipment and landscaping, at Alvarado park in Albuquerque in Bernalillo county;
(12) thirty-five thousand dollars ($35,000) to purchase and install exhibits and equipment at the Explora science center and children's museum in Albuquerque in Bernalillo county;
(13) fifty thousand dollars ($50,000) for planning and land development at the Sandia science and technology park in Albuquerque in Bernalillo county;
(14) one hundred forty-three thousand dollars ($143,000) to continue the development of the park and establish security for an archaeological site located in the Singing Arrow park area in Albuquerque in Bernalillo county;
(15) ninety-eight thousand dollars ($98,000) to plan, design and construct a community center at Manzano Mesa park in Albuquerque in Bernalillo county;
(16) four thousand dollars ($4,000) to purchase and install equipment for the job mentor program of the Albuquerque business education compact operated by the city of Albuquerque in Bernalillo county;
(17) one hundred fifty thousand dollars ($150,000) to renovate, landscape and install an irrigation system at the Jade park play area to meet the requirements of the Americans with Disabilities Act of 1990 in Albuquerque in Bernalillo county;
(18) fifty thousand dollars ($50,000) to design and construct improvements, equip, furnish, landscape and irrigate West Old Town park in Albuquerque in Bernalillo county;
(19) one hundred thousand dollars ($100,000) to construct an addition to connect two buildings at Wells Park community center and to make improvements to meet the requirements of the Americans with Disabilities Act of 1990 in Albuquerque in Bernalillo county;
(20) fifty thousand dollars ($50,000) to design, renovate, equip, landscape, irrigate and improve the site at Martineztown-Santa Barbara park and play area in Albuquerque in Bernalillo county;
(21) seventy-five thousand dollars ($75,000) to construct the Wells Park community center in Albuquerque in Bernalillo county;
(22) seventy-five thousand dollars ($75,000) to construct the Martineztown community center in Albuquerque in Bernalillo county;
(23) fifteen thousand dollars ($15,000) for capital projects for crime prevention through environmental design in house district 11 in Bernalillo county;
(24) seventy-five thousand dollars ($75,000) to develop nine multipurpose fields, landscape and install security equipment at the Mesa del Sol regional recreation complex in Albuquerque in Bernalillo county;
(25) one hundred forty thousand dollars ($140,000) to renovate the Mesa Verde community center, including meeting the requirements of the Americans with Disabilities Act of 1990, in Albuquerque in Bernalillo county;
(26) twenty thousand dollars ($20,000) to construct phase 1 of the tennis service building at the Jerry Cline tennis center in Albuquerque in Bernalillo county;
(27) thirty thousand dollars ($30,000) to purchase field maintenance equipment, tractor accessories and office equipment for the West Mesa little league park in Albuquerque in Bernalillo county;
(28) fifty thousand dollars ($50,000) to purchase and install computers and renovate the Esperanza family center in Albuquerque in Bernalillo county;
(29) thirty thousand dollars ($30,000) to renovate and equip the kitchen and purchase other related furnishings for the West Mesa community center in Albuquerque in Bernalillo county;
(30) fifty thousand dollars ($50,000) to plan, design and construct a basketball court in Rinconada Point park in Albuquerque in Bernalillo county;
(31) ninety-five thousand dollars ($95,000) to plan, design and construct an addition to the east Atrisco park facility in Albuquerque in Bernalillo county;
(32) ninety thousand dollars ($90,000) to renovate the east San Jose community center in Albuquerque in Bernalillo county;
(33) one hundred thousand dollars ($100,000) to develop, improve and construct the Los Padillas swimming pool facilities, including a field, play area and a parking lot, in the south valley in Bernalillo county;
(34) seventy-five thousand dollars ($75,000) to improve, construct additions to and equip the Mountain View community center in the southeast valley of Bernalillo county;
(35) one million dollars ($1,000,000) to acquire land for, plan, design and develop the Los Ranchos-Alameda little league complex and park infrastructure, including surveying, engineering, landscape architecture, grading, drainage, site utilities, access from public roads, construction of parking facilities, fencing, signage, accessory buildings and maintenance equipment, in Bernalillo county;
(36) sixty thousand dollars ($60,000) to purchase a fire truck for Los Ranchos de Albuquerque in Bernalillo county;
(37) ninety-five thousand dollars ($95,000) for improvements at Columbus park in the north valley of Albuquerque in Bernalillo county;
(38) thirty-five thousand dollars ($35,000) to construct speed humps in house district 17 in Albuquerque in Bernalillo county;
(39) twenty-five thousand dollars ($25,000) for sidewalk repairs on Twelfth street north of Griegos road in Albuquerque in Bernalillo county;
(40) fifty thousand dollars ($50,000) to plan, design, construct and equip baseball fields in the Westgate area of Albuquerque in Bernalillo county;
(41) fifty thousand dollars ($50,000) to plan, design and construct a swimming pool in the Westgate area of Albuquerque in Bernalillo county;
(42) twenty-five thousand dollars ($25,000) to design a skate park in the Westgate area of Albuquerque in Bernalillo county;
(43) fifty thousand dollars ($50,000) for environmental design, lighting, safety and crime prevention improvements in house district 19 in Albuquerque in Bernalillo county;
(44) ten thousand dollars ($10,000) to purchase and install equipment for the job mentor program of the Albuquerque business education compact operated by the city of Albuquerque in Bernalillo county;
(45) one hundred fifteen thousand dollars ($115,000) to renovate, irrigate, landscape and improve the site, play area and shade structure at Jack and Jill park in Albuquerque in Bernalillo county;
(46) one hundred twenty-five thousand dollars ($125,000) to create and renovate space and re-roof and insulate the Hiland theater to provide a performing arts facility for use by the seniors and youth of Albuquerque in Bernalillo county;
(47) fifty thousand dollars ($50,000) to plan, design and construct a storage and concession building and to purchase and install lighting to two fields at the Mile High baseball and softball complex in Albuquerque in Bernalillo county;
(48) one hundred thousand dollars ($100,000) to design and construct a play area at Vista Verde park in Albuquerque in Bernalillo county;
(49) ninety thousand dollars ($90,000) to replace fencing and backstops and pave the park road and lots in the Los Altos park complex in Albuquerque in Bernalillo county;
(50) forty thousand dollars ($40,000) to plan the rehabilitation of, rehabilitate and perform energy conservation measures and emergency repairs to housing for indigent, disabled and elderly families in house district 12 in the region 3 housing authority district in Albuquerque in Bernalillo county;
(51) fifty thousand dollars ($50,000) for facility improvements at Roadrunner little league park in Albuquerque in Bernalillo county;
(52) thirty-five thousand dollars ($35,000) to plan, design and construct a community center in Quemado in Catron county;
(53) twenty-five thousand dollars ($25,000) to purchase playground equipment for the Roswell industrial air center park in Roswell in Chaves county;
(54) fifty thousand dollars ($50,000) to demolish an old structure and plan, design and construct a central fire station in Dexter in Chaves county;
(55) thirty-five thousand dollars ($35,000) to construct little league fields, including bleachers, walking paths and dugouts, in Hagerman in Chaves county;
(56) thirty thousand dollars ($30,000) to purchase a wildland firefighting apparatus for the Hagerman volunteer fire department in Chaves county;
(57) five thousand dollars ($5,000) to rehabilitate the law enforcement housing in Lake Arthur in Chaves county;
(58) fifty thousand dollars ($50,000) to pave the parking lot at la casa de buena salud in Roswell in Chaves county;
(59) twenty thousand dollars ($20,000) to plan, design, construct and furnish a fire station for the district eight volunteer fire department in the Roswell area of Chaves county;
(60) fifty thousand dollars ($50,000) to renovate and improve the Unity youth center in Roswell in Chaves county;
(61) one hundred twenty-five thousand dollars ($125,000) to construct a building to house the archives of the historical society for southeast New Mexico in Roswell in Chaves county;
(62) two hundred thousand dollars ($200,000) to improve and reconstruct the runway at the Roswell industrial air center in Chaves county;
(63) twenty thousand dollars ($20,000) to purchase dump trucks for the municipal maintenance service department in Milan in Cibola county;
(64) twenty-five thousand dollars ($25,000) to upgrade and improve the communications and technology infrastructure for the police department in Grants in Cibola county;

(66) twenty-five thousand dollars ($25,000) to construct, equip and furnish a new city hall facility, including compliance with uniform building codes and the requirements of the Americans with Disabilities Act of 1990, in Texico in Curry county;
(67) fifty thousand dollars ($50,000) to renovate the former administrative center to be used as an alternative education center in Clovis in Curry county;
(68) twenty-five thousand dollars ($25,000) to purchase a mobile clinic van and surgical equipment for the spay and neuter awareness program in Dona Ana county;
(69) twenty-five thousand dollars ($25,000) to purchase and install a storage building for a domestic violence shelter in Las Cruces in Dona Ana county;
(70) fifty thousand dollars ($50,000) to renovate the court youth center in Las Cruces in Dona Ana county;
(71) one hundred thousand dollars ($100,000) to purchase and install fixtures, furnishings and equipment for the first-step pediatrics and women's services center in Las Cruces in Dona Ana county;
(72) twenty thousand dollars ($20,000) to plan, design, construct and equip a playground area at the Unidad park in Las Cruces in Dona Ana county;
(73) one hundred twenty-five thousand dollars ($125,000) to acquire land for, plan, design and construct an addition to the judicial complex for a third judicial court for the district attorney and to add a fifth courtroom in Las Cruces in Dona Ana county;
(74) fifty thousand dollars ($50,000) to purchase and install digital radios and related equipment at the sheriff and fire departments in Dona Ana county;
(75) one hundred thousand dollars ($100,000) to plan, design and construct a convention center in Las Cruces in Dona Ana county;
(76) sixty thousand dollars ($60,000) to plan, design and construct an office building for the Mesquite mutual domestic water consumers and mutual sewer water association in Dona Ana county;

(78) seventy-five thousand dollars ($75,000) to construct, furnish and equip a judicial complex in Hatch in Dona Ana county;

(80) eighty-five thousand dollars ($85,000) to purchase and install fixtures, furnishings and equipment for the first-step pediatrics and women's services center in Las Cruces in Dona Ana county;
(81) fifteen thousand dollars ($15,000) to construct, equip and furnish an early childhood facility for homeless children in Las Cruces in Dona Ana county;
(82) fifty thousand dollars ($50,000) to renovate the court youth center in Las Cruces in Dona Ana county;
(83) fifty thousand dollars ($50,000) to develop an outdoor recreational area, including landscaping and installation of playground equipment, in the Tres Arboles neighborhood of Las Cruces in Dona Ana county;
(84) one hundred thousand dollars ($100,000) to plan, design, construct and equip a playground area at the Unidad park in Las Cruces in Dona Ana county;
(85) fifty thousand dollars ($50,000) to construct an asphalt path, landscape and install trash receptacles, mileage markers and kiosks for the Mesilla drain multi-use path project in Dona Ana county;
(86) two hundred ninety thousand dollars ($290,000) to design, construct, landscape and furnish a national cave and karst research institute building in Carlsbad in Eddy county;
(87) fifteen thousand six hundred dollars ($15,600) for phase 3 of the Artesia head start center in Artesia in Eddy county;
(88) fifteen thousand six hundred dollars ($15,600) for the train depot visitors' center in Artesia in Eddy county;
(89) fifteen thousand six hundred dollars ($15,600) to plan, design and construct a skate park in Artesia in Eddy county;
(90) fifteen thousand six hundred dollars ($15,600) for phase 2 of the Artesia main street project in Artesia in Eddy county;
(91) fifteen thousand six hundred dollars ($15,600) to plan, design and construct an office and shop building, to grade and landscape and to install a sprinkler system at the Woodbine cemetery in Artesia in Eddy county;
(92) fifteen thousand six hundred dollars ($15,600) for site selection, design and engineering of the Carlsbad sports complex in Carlsbad in Eddy county;
(93) fifteen thousand six hundred dollars ($15,600) to design, engineer, construct and equip a skate and hockey complex in Carlsbad in Eddy county;
(94) fifteen thousand six hundred dollars ($15,600) for improvements to the Pecos River Village conference center in Carlsbad in Eddy county;
(95) fifteen thousand six hundred dollars ($15,600) for asbestos remediation of the old regional medical center in Carlsbad in Eddy county;
(96) fifteen thousand six hundred dollars ($15,600) to construct, equip and furnish a police station and sally port addition to the municipal building in Hope in Eddy county;
(97) fifteen thousand six hundred dollars ($15,600) for repairs and improvements to the sheriff posse rodeo arena in Eddy county;
(98) fifteen thousand six hundred dollars ($15,600) to construct park shelters in several parks in Carlsbad in Eddy county;
(99) ten thousand dollars ($10,000) for site preparation, design and construction of a forgotten veterans' memorial to be located at the Fort Bayard community park in Grant county;
(100) fifty thousand dollars ($50,000) to purchase police vehicles for the police department in Santa Clara in Grant county;
(101) thirty thousand dollars ($30,000) to replace the heating system in the courthouse in Harding county;
(102) one hundred fifty thousand dollars ($150,000) to make improvements to a new eighty-acre park, including construction of a family aquatic facility, in Hobbs in Lea county, contingent on an equal match from the city;
(103) fifty thousand dollars ($50,000) to make improvements to address safety needs, including adding doors and locks, video monitoring, metal detectors and x-ray machines, at the courtroom and clerk's office in Lea county;
(104) one hundred thousand dollars ($100,000) to purchase and install equipment for the kitchen of the event center in Lea county;
(105) thirty thousand dollars ($30,000) to purchase and equip an ambulance in Tatum in Lea county;
(106) thirty-five thousand dollars ($35,000) to plan, design, construct, equip and furnish the outpatient chemotherapy facility in the Nor-Lea hospital district in Lea county;
(107) forty-five thousand dollars ($45,000) to continue the downtown beautification project, contingent upon a twenty-five percent match from the city of Lovington in Lea county;
(108) one hundred thousand dollars ($100,000) to improve an eighty-acre park and to plan, design and construct a family aquatic center in Hobbs in Lea county;
(109) thirty thousand dollars ($30,000) to purchase a first-response vehicle for use in the emergency medical services and fire departments in Eunice in Lea county;
(110) ninety thousand dollars ($90,000) to purchase a rescue unit for the fire department in Eunice in Lea county;
(111) fifty thousand dollars ($50,000) to acquire property for the expansion of the Carrizozo health clinic in Carrizozo in Lincoln county;
(112) one hundred thousand dollars ($100,000) to plan, design and furnish a new fire station and add administration offices to an existing fire station in Ruidoso in Lincoln county;
(113) one hundred thousand dollars ($100,000) to plan, design, construct, equip and furnish a building for the juvenile boot camp in Deming in Luna county;
(114) two hundred fifty thousand dollars ($250,000) to plan, design, construct, equip and furnish a building for the juvenile boot camp in Deming in Luna county;
(115) fifty thousand dollars ($50,000) to plan, design and construct an amphitheater and open air pavilion in Deming in Luna county;
(116) fifty thousand dollars ($50,000) to plan, design and construct a swimming pool in Columbus in Luna county;
(117) thirty-five thousand dollars ($35,000) to construct restroom facilities and a concession stand, landscape and make other related improvements to the soccer field complex in Gallup in McKinley county;
(118) thirty-five thousand dollars ($35,000) to construct a veterans' memorial for the public arts park in Gallup in McKinley county;
(119) thirty thousand dollars ($30,000) to pave the parking lot at the Gallup community service center in Gallup in McKinley county;
(120) fifty thousand dollars ($50,000) to improve Tom Saucedo memorial park, including adding restroom facilities and replacing turf, in Gallup in McKinley county;
(121) ten thousand dollars ($10,000) to purchase and install dry fire hydrants in Mora county;
(122) fifteen thousand dollars ($15,000) to replace outdated furnishing and equipment, including computers and body armor, for the Mora county sheriff's department in Mora county;
(123) twenty-five thousand dollars ($25,000) to purchase or construct a building for a convenience center in Mora county;
(124) twenty thousand dollars ($20,000) for a semi-truck for the solid waste department of Mora county;
(125) twenty-five thousand dollars ($25,000) to purchase and install computer technology and make infrastructure improvements to the Portales, Clovis and Roswell offices of la casa de buena salud in Curry, Chaves and Roswell counties;
(126) one hundred twenty thousand dollars ($120,000) to renovate a center for the performing arts that provides a venue for school and community productions and activities in Alamogordo in Otero county;
(127) two hundred thousand dollars ($200,000) to plan, design and construct a juvenile detention facility in Otero county;
(128) one hundred thousand dollars ($100,000) to plan, design and construct a building for the police department in Tucumcari in Quay county;
(129) one hundred thousand dollars ($100,000) to purchase and install financial accounting technology for Quay county;

(164) seventy thousand dollars ($70,000) to plan, design, engineer, construct and equip a sheriff's substation in Meadow Lake in Valencia county;
(165) ten thousand dollars ($10,000) to design, construct and landscape the skate and hockey complex at the Riverwalk recreation center in Carlsbad in Eddy county;
(166) one hundred thirty-five thousand dollars ($135,000) to continue renovations at el museo cultural de Santa Fe in Santa Fe county;
(167) one million dollars ($1,000,000) to design, construct, landscape and furnish a national cave and karst research institute building in Carlsbad in Eddy county;
(168) sixty-five thousand dollars ($65,000) to plan, design and construct the outdoor farmers' market plaza in Santa Fe in Santa Fe county; and
(169) ninety-one thousand six hundred sixty-six dollars ($91,666) to plan the rehabilitation of, rehabilitate and perform energy conservation measures and emergency repairs to housing for indigent, disabled and elderly families in house district 17 in the region 3 housing authority district in Albuquerque in Bernalillo county;
(170) fifty thousand dollars ($50,000) to plan, design and construct a field office for temporary assistance for needy families and related service programs for the Navajo Nation in Alamo in Socorro county; and
(171) fifty thousand dollars ($50,000) to plan, design and construct a field office for temporary assistance for needy families and related service programs for the Navajo Nation in Alamo in Socorro county.
B. Unexpended balances shall revert to the capital projects fund.
Section 43. PUBLIC SAFETY PROJECT--DEPARTMENT OF PUBLIC SAFETY--CAPITAL PROJECTS FUND.--One hundred seventy thousand dollars ($170,000) is appropriated from the capital projects fund to the department of public safety for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, to plan, design, construct and equip an addition to the New Mexico state police district 7 office building in Espanola in Rio Arriba county. Unexpended balances shall revert to the capital projects fund.
Section 44. PUBLIC EDUCATION PROJECTS--STATE DEPARTMENT OF PUBLIC EDUCATION--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the state department of public education for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) twenty-five thousand dollars ($25,000) to make capital improvements, including purchasing of playground equipment and landscaping, at Bandelier elementary school in the Albuquerque public school district in Bernalillo county;

(3) thirty thousand dollars ($30,000) for educational technology, related upgrades and multimedia equipment at Eisenhower middle school in the Albuquerque public school district in Bernalillo county;
(4) thirty thousand dollars ($30,000) for educational technology, related upgrades and two computer laboratories at Desert Ridge middle school in the Albuquerque public school district in Bernalillo county;
(5) thirty thousand dollars ($30,000) for educational technology and related upgrades at Dennis Chavez elementary school in the Albuquerque public school district in Bernalillo county;
(6) thirty thousand dollars ($30,000) for educational technology, related upgrades and a multimedia production center at the Double Eagle elementary school in the Albuquerque public school district in Bernalillo county;

(14) fifteen thousand dollars ($15,000) for playground equipment, renovating the gymnasium and purchasing library and music equipment at A. Montoya elementary school in the Albuquerque public school district in Bernalillo county;
(15) twenty-five thousand dollars ($25,000) to purchase and install an irrigation system and to landscape at John Baker elementary school in the Albuquerque public school district in Bernalillo county;
(16) twenty-five thousand dollars ($25,000) for educational technology and related equipment at Hoover middle school in the Albuquerque public school district in Bernalillo county;

Section 45. TAXATION AND REVENUE DEPARTMENT PROJECTS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the taxation and revenue department for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) three hundred thousand dollars ($300,000) to purchase equipment to implement electronic commerce;
(2) one hundred seventy-one thousand dollars ($171,000) to purchase driver vision screening and testing equipment for motor vehicle division field offices statewide; and
(3) seventy-eight thousand dollars ($78,000) to purchase driver's license testing equipment for motor vehicle division field offices statewide.
B. Unexpended balances shall revert to the capital projects fund.
Section 46. HIGHER EDUCATION PROJECTS--COMMISSION ON HIGHER EDUCATION--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the commission on higher education for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) fifty thousand dollars ($50,000) for maintenance and infrastructure modernization, including upgrading of the telephone and electrical distribution systems, at eastern New Mexico university in Portales in Roosevelt county;
(2) three hundred forty-three thousand dollars ($343,000) for infrastructure improvements, renovation and expansion to existing facilities at New Mexico state university Grants campus in Cibola county;
(3) three hundred thousand dollars ($300,000) for infrastructure improvements, including necessary replacements and expansion of aging centralized systems, at New Mexico institute of mining and technology in Socorro in Socorro county;
(4) five hundred seven thousand dollars ($507,000) for core building renewal and renovation of various existing facilities at the university of New Mexico in Albuquerque in Bernalillo county;
(5) eight hundred thousand dollars ($800,000) for infrastructure improvements, including necessary replacements and expansion of aging centralized systems, at Albuquerque technical-vocational institute in Albuquerque in Bernalillo county;
(6) five hundred fifty thousand dollars ($550,000) for improvements to the hot water lines, electrical systems and concrete driveways and walkways at the New Mexico junior college in Hobbs in Lea county;
(7) five hundred thousand dollars ($500,000) for infrastructure improvements, installation of a digital control system for all mechanical units and a security access system at the university of New Mexico Gallup campus in McKinley county;
(8) four hundred thousand dollars ($400,000) for infrastructure upgrades and site improvements at San Juan college in Farmington in San Juan county;
(9) three hundred thousand dollars ($300,000) to renovate and add on to a 1936 adobe building used for the barbering-cosmetology department at northern New Mexico state school in El Rito in Rio Arriba county;
(10) four hundred sixty-three thousand five hundred dollars ($463,500) for roof replacement and infrastructure improvements at the Santa Fe community college in Santa Fe in Santa Fe county;
(11) six million dollars ($6,000,000) for infrastructure improvements, including necessary improvements to comply with health, safety and accessibility requirements, at the New Mexico school for the deaf in Santa Fe in Santa Fe county; and
(12) two hundred eighty thousand dollars ($280,000) for infrastructure improvements, including necessary replacements and expansion of aging centralized systems, and renovation of existing facilities at New Mexico state university community college central campus in Dona Ana county.
B. Unexpended balances shall revert to the capital projects fund.
Section 47. EASTERN NEW MEXICO UNIVERSITY PROJECTS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the board of regents of eastern New Mexico university for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) seventy-five thousand dollars ($75,000) to upgrade equipment and facilities at eastern New Mexico university's extended learning sites in Clovis, Hobbs and Roswell in Curry, Lea and Chaves counties; and
(2) fifty thousand dollars ($50,000) to complete the softball field dressing and locker room facility at eastern New Mexico university in Portales in Roosevelt county.
B. Unexpended balances shall revert to the capital projects fund.
Section 48. NEW MEXICO JUNIOR COLLEGE PROJECT--CAPITAL PROJECTS FUND.--Fifty thousand dollars ($50,000) is appropriated from the capital projects fund to the governing board of New Mexico junior college for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, to construct and equip a cowboy hall of fame and western heritage center at the New Mexico junior college in Hobbs in Lea county. Unexpended balances shall revert to the capital projects fund.
Section 49. NEW MEXICO STATE UNIVERSITY PROJECTS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the board of regents of New Mexico state university for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) twenty thousand dollars ($20,000) to purchase musical instruments for the New Mexico state university band;
(2) twenty-five thousand dollars ($25,000) for improvements to the athletic facilities at New Mexico state university in Las Cruces in Dona Ana county;
(3) twenty-five thousand dollars ($25,000) to purchase digital videotape recorders for the KRWG television station at New Mexico state university in Las Cruces in Dona Ana county;
(4) seventy thousand dollars ($70,000) to construct phase 2 of the border area satellite instructional facility of the Dona Ana branch of New Mexico state university in Sunland Park in Dona Ana county;
(5) two hundred ten thousand dollars ($210,000) for renovating and conserving the World War I and II memorial tower at New Mexico state university in Las Cruces in Dona Ana county;
(6) fifteen thousand six hundred dollars ($15,600) for improvements to the Carlsbad soil and water conservation district building in Carlsbad in Eddy county;
(7) fifteen thousand six hundred dollars ($15,600) for improvements to the Hope pipeline project for the Hope community ditch association of the Penasco soil and water conservation district in Hope in Eddy county; and
(8) fifteen thousand six hundred dollars ($15,600) for the Hackberry watershed flood control project in the Carlsbad soil and water conservation district in Eddy county.
B. Unexpended balances shall revert to the capital projects fund.
Section 50. SAN JUAN COLLEGE PROJECTS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the governing board of San Juan college for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) fifty thousand dollars ($50,000) to purchase and install dental equipment for the dental program at San Juan college in San Juan county;
(2) one hundred fifteen thousand dollars ($115,000) to continue construction of the shelled area of the computer science building, including plumbing, heating and cooling systems, floors and walls, at San Juan college in Farmington in San Juan county;
(3) ninety thousand dollars ($90,000) to plan, design, construct and equip the trade and technology facility, including compliance with uniform building codes and the requirements of the Americans with Disabilities Act of 1990, at the San Juan college campus in Farmington in San Juan county; and
(4) ninety thousand dollars ($90,000) for phase 3 of the multipurpose center project in Aztec in northeast San Juan county.
B. Unexpended balances shall revert to the capital projects fund.
Section 51. UNIVERSITY OF NEW MEXICO PROJECTS--CAPITAL PROJECTS FUND.--
A. The following amounts are appropriated from the capital projects fund to the board of regents of the university of New Mexico for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, for the following purposes:
(1) fifteen thousand dollars ($15,000) to purchase and install computers stations for the Jeff Apodaca celebration of life computer center at the university of New Mexico children's hospital in Bernalillo county;
(2) two hundred twenty thousand dollars ($220,000) to plan, design, construct, furnish and equip the centennial engineering complex at the university of New Mexico in Albuquerque in Bernalillo county;
(3) one million five hundred thousand dollars ($1,500,000) to renovate and upgrade facilities at the football stadium at the university of New Mexico in Albuquerque in Bernalillo county; and
(4) twenty-five thousand dollars ($25,000) to pave campus streets and parking areas at the university of New Mexico Gallup campus in McKinley county.
B. Unexpended balances shall revert to the capital projects fund.
Section 52. EDUCATIONAL TELEVISION EQUIPMENT REPLACEMENT FUND PROJECT--CAPITAL PROJECTS FUND.--Two hundred thousand dollars ($200,000) is appropriated from the capital projects fund to the educational television equipment replacement fund for expenditure in fiscal years 2001 through 2006, unless otherwise provided in Section 2 of this act, to equip digital transmitters with the capability to perform local origination of multiple channel broadcasting and broadcast data services at the education television stations at eastern New Mexico university, New Mexico state university and the university of New Mexico. Unexpended balances shall revert to the capital projects fund.
Section 53. HIGHLAND HIGH SCHOOL BASKETBALL COURT AND PARKING--CHANGE PURPOSE FOR EDUCATIONAL TECHNOLOGY.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsections J and HHHHHHHH of Section 11 of Chapter 118 of Laws 1998 and reauthorized in Laws 1999 (1st S.S.), Chapter 2, Section 35 to plan, remediate, renovate or construct the old Jones motor building for a route 66 community cultural center in Albuquerque, and reauthorized again in Subsection E of Section 100 of Chapter 23 of Laws 2000 (2nd S.S.) for the state department of public education to make improvements to the basketball court and parking lot at Highland high school in the Albuquerque public school district in Bernalillo county, shall not be expended for that final purpose but are reauthorized and appropriated for educational technology at Highland high school in the Albuquerque public school district in Bernalillo county.
Section 54. SAN JUAN COLLEGE LIBRARY AND STUDENT CENTER--EXTEND EXPENDITURE PERIOD.--The period of time in which the severance tax bond appropriations made pursuant to Subsection E of Section 27 of Chapter 7 of Laws 1998 to design and construct a library and student center addition, including site development, at San Juan college in San Juan county and Subsection E of Section 27 of Chapter 2 of Laws 1999 (1st S.S.) for architectural planning, surveying and site development for the library and student center expansion at San Juan college in Farmington in San Juan county may be expended is extended through fiscal year 2004. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the severance tax bonding fund.
Section 55. GENERAL FUND APPROPRIATION--STATE LIBRARY, RECORDS AND ARCHIVES BUILDING--CHANGE PURPOSE AND AGENCY FOR REGIONAL WATER SYSTEM FEASIBILITY STUDY IN SANTA FE COUNTY.--The balance of the general fund appropriation to the property control division of the general services department pursuant to Subsection N of Section 3 of Chapter 366 of Laws 1993 and extended in Subparagraph (a) of Paragraph (3) of Subsection A of Section 71 of Chapter 148 of Laws 1994 to fund a state library, records and archives building study committee and a comprehensive state library, records and archives building plan and further extended with an expansion of purpose in Laws 1996, Chapter 14, Section 11 to include construction of the state library, records and archives building shall not be expended for the original or expanded purposes but is appropriated to the department of environment for a regional water system feasibility study for the communities of La Puebla, Sombrillo, Cuartelez and El Valle de Arroyo Seco in Santa Fe county. The period of time in which this appropriation may be expended is extended through fiscal year 2004. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
Section 56. PINON HILLS COUNTY ROAD 70A--CHANGE PURPOSE TO IMPROVE CALLE CARLA AND COUNTY ROAD 70A.--The proceeds from the sale of severance tax bonds appropriated to the state highway and transportation department pursuant to Subsection FFF of Section 14 of Chapter 2 of Laws 1999 (1st S.S.) to improve Pinon Hills county road 70A in Santa Fe county shall not be expended for the original purpose but are reauthorized and appropriated to improve Calle Carla in the Pinon Hills subdivision and county road 70A in Santa Fe county.
Section 57. PUEBLO OF SAN ILDEFONSO PROJECTS--CHANGE PURPOSE FOR COMMUNITY CENTER--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection N of Section 18 of Chapter 118 of Laws 1998 and reauthorized in Subsections A, B and C of Section 90 of Chapter 2 of Laws 1999 (1st S.S.) for various capital projects at the pueblo of San Ildefonso in Santa Fe county shall not be expended for the original purposes but are reauthorized and appropriated to renovate a community center at the pueblo of San Ildefonso in Santa Fe county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 58. PUEBLO OF LAGUNA IRRIGATION PROJECT--CHANGE PURPOSE TO CONSTRUCT IRRIGATION SYSTEMS--EXTEND EXPENDITURE PERIOD.--The appropriation made from the New Mexico irrigation works construction fund to the office of the state engineer pursuant to Paragraph (2) of Subsection A of Section 29 of Chapter 2 of Laws 1999 (1st S.S.) to plan and design irrigation systems for agricultural projects at Laguna pueblo in Cibola county shall not be expended for its original purpose but is appropriated to construct irrigation systems for agricultural projects at the pueblo of Laguna in Cibola county. The period of time in which this appropriation may be expended is extended through fiscal year 2006. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the New Mexico irrigation works construction fund.
Section 59. ABIQUIU PUBLIC LIBRARY EQUIPMENT--EXTEND EXPENDITURE PERIOD.--The period of time in which the proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection BBBBBBBBBBBB of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to purchase and install computers and equipment for the Abiquiu public library in Rio Arriba county may be expended is extended through fiscal year 2002. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the severance tax bonding fund.
Section 60. TIERRA AMARILLA AMBULANCE--EXTEND EXPENDITURE PERIOD.--The period of time in which the proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection CCCCCCCCCCCC of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to purchase and equip a new ambulance for Tierra Amarilla in Rio Arriba county may be expended is extended through fiscal year 2002. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the severance tax bonding fund.
Section 61. LAS CLINICAS DEL NORTE EQUIPMENT--EXTEND EXPENDITURE PERIOD.--The period of time in which the proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection DDDDDDDDDDDD of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) for equipment for las clinicas del norte in Ojo Caliente and El Rito in Rio Arriba county may be expended is extended through fiscal year 2002. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the severance tax bonding fund.
Section 62. CHAMA BASEBALL PROGRAM EQUIPMENT--EXTEND EXPENDITURE PERIOD.--The period of time in which the proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection EEEEEEEEEEEE of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) for equipment for the baseball program in Chama in Rio Arriba county may be expended is extended through fiscal year 2002. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the severance tax bonding fund.
Section 63. PAT HURLEY PARK MODULARS--CHANGE PURPOSE FOR OUTDOOR PEDESTRIAN STAIRWAY.--On the effective date of this act, the balance of the unencumbered proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection C of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to remodel and furnish both modular buildings at Pat Hurley park in Albuquerque in Bernalillo county shall not be expended for the original purpose but is reauthorized and appropriated to plan, design and construct an outdoor pedestrian stairway at Pat Hurley park in Albuquerque in Bernalillo county.
Section 64. GENERAL FUND APPROPRIATION--PAT HURLEY PARK MODULARS--CHANGE PURPOSE FOR OUTDOOR PEDESTRIAN STAIRWAY.--The general fund appropriation to the local government division of the department of finance and administration pursuant to Subsection A of Section 44 of Chapter 23 of Laws 2000 (2nd S.S.) to remodel and furnish both modular buildings at Pat Hurley park in Albuquerque in Bernalillo county shall not be expended for the original purpose but is appropriated to plan, design and construct an outdoor pedestrian stairway at Pat Hurley park in Albuquerque in Bernalillo county.
Section 65. CHIMAYO ELEMENTARY SCHOOL CLASSROOM FACILITY--CHANGE PURPOSE AND AGENCY FOR YOUTH CENTER.--The proceeds from the sale of severance tax bonds appropriated to the state department of public education pursuant to Subsection FFFF of Section 16 of Chapter 23 of Laws 2000 (2nd S.S.) to construct, equip and furnish a multipurpose classroom facility for Chimayo elementary school in the Espanola public school district in Rio Arriba county shall not be expended for the original purpose but are reauthorized and appropriated to the local government division of the department of finance and administration to plan, design and construct a youth center in Chimayo in Rio Arriba county.
Section 66. GENERAL FUND APPROPRIATION--CHIMAYO ELEMENTARY SCHOOL CLASSROOM FACILITY--CHANGE PURPOSE AND AGENCY FOR YOUTH CENTER.--The balance of the general fund appropriation to the state department of public education pursuant to Subsection LL of Section 45 of Chapter 23 of Laws 2000 (2nd S.S.) to construct, equip and furnish a multipurpose classroom facility for Chimayo elementary school in the Espanola public school district in Rio Arriba county shall not be expended for the original purpose but is appropriated to the local government division of the department of finance and administration to plan, design and construct a youth center in Chimayo in Rio Arriba county.
Section 67. LOS RANCHOS DE ALBUQUERQUE COMMUNITY CENTER CONSTRUCTION--EXPAND PURPOSE FOR PLANNING, REAL ESTATE AND DESIGN.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection BBBBBBBBB of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) for the construction of the community center in Los Ranchos in Bernalillo county may also be expended for planning, real estate acquisition and design of the community center in Los Ranchos de Albuquerque in Bernalillo county.
Section 68. GENERAL FUND APPROPRIATION--LOS RANCHOS DE ALBUQUERQUE COMMUNITY CENTER CONSTRUCTION--EXPAND PURPOSE FOR PLANNING, REAL ESTATE AND DESIGN.--The general fund appropriation made in Subsection YYYY of Section 44 of Chapter 23 of Laws 2000 (2nd S.S.) to construct a community center at Los Ranchos de Albuquerque in Bernalillo county may also be expended for planning, real estate acquisition and design of the community center.
Section 69. GENERAL FUND APPROPRIATION--EXPAND PURPOSE FOR LOS RANCHOS DE ALBUQUERQUE BICYCLE TRAIL.--The general fund appropriation made in Subsection U of Section 44 of Chapter 23 of Laws 2000 (2nd S.S.) for bicycle trail construction and improvements in Los Ranchos de Albuquerque in Bernalillo county may also be expended for planning, real estate acquisition and design of the trail.
Section 70. GENERAL FUND APPROPRIATION--MOON STREET NE SPEED HUMPS--CHANGE PURPOSE TO GENERAL SOMERVELL STREET, DOMINGO ROAD AND ERBBE STREET SPEED HUMPS.--The general fund appropriation made in Subsection M of Section 41 of Chapter 23 of Laws 2000 (2nd S.S.) to the state highway and transportation department to construct speed humps on Moon street northeast between Constitution avenue and Indian School road in Albuquerque in Bernalillo county shall not be expended for the original purpose but is appropriated to the state highway and transportation department to construct speed humps on General Somervell street, Domingo road and Erbbe street in the Hawthorne elementary school area in Albuquerque in Bernalillo county.
Section 71. GENERAL FUND APPROPRIATION--ADULT PROBATION AND PAROLE BUILDING--CHANGE PURPOSE AND AGENCY FOR EQUIPMENT AT JACK CANDELARIA COMMUNITY CENTER.--The general fund appropriation to the capital program fund pursuant to Paragraph (2) of Subsection A of Section 34 of Chapter 23 of Laws 2000 (2nd S.S.) for building improvements to the adult probation and parole building in Santa Fe in Santa Fe county shall not be expended for the original purpose but is appropriated to the local government division of the department of finance and administration to purchase and install equipment at the Jack Candelaria community center in Albuquerque in Bernalillo county.
Section 72. LINCOLN COUNTY FAIRGROUNDS--EXPAND PURPOSE TO ACQUIRE PROPERTY FOR PARKING AREA EXPANSION.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection FFFF of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to renovate facilities, rings and lighting and electrical and water lines at the Lincoln county fairgrounds may also be expended to acquire property for the expansion of the parking area at the Lincoln county fairgrounds.
Section 73. PENASCO PUBLIC WORKS DEPARTMENT SUBSTATION--CHANGE PURPOSES TO ACQUIRE LAND, PLAN, DESIGN AND CONSTRUCT SUBSTATION--EXTEND EXPENDITURE PERIOD.--
A. The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection GGGGG of Section 11 of Chapter 118 of Laws 1998 to plan, design, construct and equip a public works department substation in Penasco in Taos county shall not be expended for the original purpose but are reauthorized and appropriated to acquire land for, plan, design and construct a public works department substation in Penasco in Taos county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
B. The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection HHHHHH of Section 11 of Chapter 118 of Laws 1998 to acquire land for a substation in Penasco in Taos county shall not be expended for the original purpose but are reauthorized and appropriated to acquire land for, plan, design and construct a public works department substation in Penasco in Taos county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 74. MORA COUNTY JAIL--CHANGE PURPOSE TO RENOVATE FORMER COUNTY JAIL INTO OFFICE SPACE.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection LLLL of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to renovate the county jail in Mora county shall not be expended for the original purpose but are reauthorized and appropriated to renovate the former county jail and convert it into office space in Mora county.
Section 75. SANTA BARBARA ROAD C-021--CHANGE PURPOSE FOR IMPROVEMENTS TO ROAD--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the state highway and transportation department pursuant to Subsection III of Section 12 of Chapter 23 of Laws 2000 (2nd S.S.) to repair and upgrade Santa Barbara road C-021 in Taos county shall not be expended for the original purpose but are reauthorized and appropriated to plan, design and construct improvements to Santa Barbara road C-021 in Taos county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 76. HONDO-SECO ROAD B-143--CHANGE PURPOSE FOR IMPROVEMENTS TO ROAD--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the state highway and transportation department pursuant to Subsection XX of Section 14 of Chapter 2 of Laws 1999 (1st S.S.) to repair and upgrade Hondo-Seco road B-143 in Taos county shall not be expended for the original purpose but are reauthorized and appropriated to plan, design and construct improvements to Hondo-Seco road B-143 in Taos county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 77. TAOS SKI VALLEY ADMINISTRATION BUILDING--CHANGE PURPOSE TO DESIGN AND CONSTRUCT BUILDING--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection IIIII of Section 11 of Chapter 118 of Laws 1998 to expand the administration building in Taos Ski Valley in Taos county shall not be expended for the original purpose but are reauthorized and appropriated to design and construct an administration building at Taos Ski Valley in Taos county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 78. REMOTE TECH ANDROS MARK 6A ROBOT--EXPAND PURPOSE FOR EQUIPMENT TO OUTFIT THE TRAILER FOR THE ROBOT FOR THE ALBUQUERQUE POLICE DEPARTMENT.--On the effective date of this act, the balance of the proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection KKKK of Section 9 of Chapter 7 of Laws 1998 to purchase a remote tech andros mark 6A robot for the Albuquerque police department in Bernalillo county may also be expended to purchase parts, supplies and other related equipment to outfit the trailer for the remote tech andros mark 6A robot for the Albuquerque police department in Bernalillo county.
Section 79. CLYDE TOMBAUGH SPACE CENTER--CHANGE PURPOSE TO IMPROVE FACILITIES, EQUIPMENT AND EXHIBITS--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the office of cultural affairs pursuant to Subsection C of Section 4 of Chapter 7 of Laws 1998 for re-roofing the Clyde Tombaugh space theater and planetarium at the space center in Alamogordo in Otero county shall not be expended for the original purpose but are reauthorized and appropriated for improvements to the facility, equipment or exhibits of the space center. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 80. GRANTS CULTURAL AND PERFORMING ARTS FACILITY--CHANGE PURPOSE TO PURCHASE, RENOVATE OR EQUIP BUILDINGS.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection QQQQQQQQ of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) for renovation and addition to the cultural and performing arts facility in downtown Grants in Cibola county shall not be expended for the original purpose but are reauthorized and appropriated to purchase, renovate or equip buildings for a cultural and performing arts facility in downtown Grants in Cibola county.
Section 81. GRANTS WATER RIGHTS ACQUISITION--CHANGE PURPOSE AND AGENCY TO PURCHASE OR REPAIR WATER TANKS IN GRANTS.--The proceeds from the sale of severance tax bonds appropriated to the office of the state engineer pursuant to Subsection B of Section 9 of Chapter 2 of Laws 1999 (1st S.S.) to acquire four hundred acre-feet of water rights for Grants in Cibola county shall not be expended for the original purpose but are reauthorized and appropriated to the department of environment to purchase or repair water tanks in Grants in Cibola county.
Section 82. PADDY MARTINEZ PARK TENNIS COURTS--CHANGE PURPOSE FOR PLAYGROUND EQUIPMENT AT PUBLIC PARKS.--On the effective date of this act, the balance of the unencumbered proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection QQQQ of Section 9 of Chapter 7 of Laws 1998 to resurface existing tennis courts at Paddy Martinez park in Grants in Cibola county shall not be expended for the original purpose but are reauthorized and appropriated to purchase and install playground equipment at various public parks in Grants in Cibola county.
Section 83. WASHINGTON STREET TENNIS COURTS--CHANGE PURPOSE FOR PLAYGROUND EQUIPMENT AT PUBLIC PARKS.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection JJ of Section 17 of Chapter 2 of Laws 1999 (1st S.S.) to make improvements to the Washington street tennis courts in Grants in Cibola county shall not be expended for the original purpose but are reauthorized and appropriated to purchase and install playground equipment at various public parks in Grants in Cibola county.
Section 84. ALAMO CHAPTER SENIOR CENTER--EXTEND EXPENDITURE PERIOD.--The period of time in which the proceeds from the sale of severance tax bonds appropriated to the state agency on aging pursuant to Subsection B of Section 4 of Chapter 148 of Laws 1994 to design, construct and equip a senior citizen center at the Alamo chapter of the Navajo Nation located in Socorro county, which was reauthorized pursuant to Paragraph (1) of Subsection B of Section 72 of Chapter 118 of Laws 1998 to extend the expenditure period through fiscal year 2001, may be expended is extended through fiscal year 2004. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the severance tax bonding fund.
Section 85. PUEBLO OF LAGUNA REHABILITATION CENTER--CHANGE PURPOSE FOR INTEGRATED JUVENILE AND ADULT DETENTION CENTER, POLICE HEADQUARTERS AND JUDICIAL COMPLEX.--The proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection B of Section 13 of Chapter 23 of Laws 2000 (2nd S.S.) to plan, design, construct and equip a rehabilitation center for incarceration, storage and custody control of inmates for the pueblo of Laguna in Cibola county shall not be expended for the original purpose but are reauthorized and appropriated to plan, design and construct an integrated juvenile and adult detention center, police headquarters and judicial complex in the pueblo of Laguna in Cibola county.
Section 86. PUEBLO OF LAGUNA JUVENILE AND ADULT DETENTION CENTER--CHANGE PURPOSE FOR INTEGRATED JUVENILE AND ADULT DETENTION CENTER, POLICE HEADQUARTERS AND JUDICIAL COMPLEX.--The proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection F of Section 12 of Chapter 7 of Laws 1998 to plan or design a juvenile and adult detention center in the pueblo of Laguna in Cibola county shall not be expended for the original purpose but are reauthorized and appropriated to plan, design and construct an integrated juvenile and adult detention center, police headquarters and judicial complex in the pueblo of Laguna in Cibola county.
Section 87. PUEBLO OF LAGUNA DETENTION FACILITY--CHANGE AGENCY AND PURPOSE FOR INTEGRATED JUVENILE AND ADULT DETENTION CENTER, POLICE HEADQUARTERS AND JUDICIAL COMPLEX.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection SSSS of Section 9 of Chapter 7 of Laws 1998 to plan and design a detention facility in Laguna pueblo in Cibola county shall not be expended for the original purpose but are reauthorized and appropriated to the New Mexico office of Indian affairs to plan, design and construct an integrated juvenile and adult detention center, police headquarters and judicial complex in the pueblo of Laguna in Cibola county.
Section 88. NEW MEXICO MINING MUSEUM--CHANGE AGENCY AND EXPAND PURPOSE FOR RENOVATING EXHIBIT SPACE.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection LL of Section 17 of Chapter 2 of Laws 1999 (1st S.S.) to renovate the New Mexico mining museum in Grants in Cibola county are reauthorized and appropriated to the capital program fund and may also be expended to renovate exhibit space, including architectural design, exhibit construction and collection, flooring, lighting and equipment, at the New Mexico mining museum in Grants in Cibola county.
Section 89. RIO GRANDE HISTORIC THEATER AS PERFORMING ARTS CENTER--CHANGE AGENCY.--The proceeds from the sale of severance tax bonds appropriated to the office of cultural affairs pursuant to Subsection E of Section 6 of Chapter 23 of Laws 2000 (2nd S.S.) to furnish and equip the Rio Grande historic theater as a performing arts center in Las Cruces in Dona Ana county shall be expended for the original purpose but are reauthorized and appropriated to the local government division of the department of finance and administration.
Section 90. GENERAL FUND APPROPRIATION--RIO GRANDE THEATER AS PERFORMING ARTS CENTER--CHANGE AGENCY AND EXPAND PURPOSE TO CONSTRUCT THEATER.--The general fund appropriation made to the office of cultural affairs pursuant to Laws 2000 (2nd S.S.), Chapter 23, Section 38 to renovate, furnish and equip the historic Rio Grande theater to be used as a performing arts center in Las Cruces in Dona Ana county is appropriated to the local government division of the department of finance and administration and may also be expended to construct the historic Rio Grande theater as a performing arts center in Las Cruces in Dona Ana county.
Section 91. SACATOSA WATER PUMP--CHANGE PURPOSE TO ACQUIRE WATER RIGHTS AND IMPROVE WATER SYSTEM.--The proceeds from the sale of severance tax bonds appropriated to the department of environment pursuant to Subsection OO of Section 8 of Chapter 23 of Laws 2000 (2nd S.S.) to upgrade the Sacatosa water pump in San Miguel county shall not be expended for the original purpose but are reauthorized and appropriated for water rights acquisition and for design and construction of water system improvements for the P.U. Gallegos mutual domestic water consumers association in San Miguel county.
Section 92. NEW MEXICO STATE FAIR INDIAN VILLAGE, INDIAN BUILDING OF FINE ARTS AND INDIAN AFFAIRS BUILDING IMPROVEMENTS--EXTEND EXPENDITURE PERIOD.--The period of time in which the balance of the proceeds from the sale of severance tax bonds appropriated to the corrections department pursuant to Laws 1995, Chapter 214, Section 3 and reauthorized and appropriated to the state fair commission pursuant to Paragraph (7) of Subsection A of Section 23 of Chapter 14 of Laws 1996 and again in Laws 2000 (2nd S.S.), Chapter 23, Section 101 to plan, design and construct restroom facilities, dressing room facilities or other necessary renovations at the Indian village; to plan, design, expand and make other renovations to comply with the Americans with Disabilities Act of 1990 to the Indian building of fine arts and other exhibition and performance-related facilities; and to make various improvements to the Indian affairs building at the New Mexico state fair in Albuquerque in Bernalillo county may be expended is extended through fiscal year 2002. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the severance tax bonding fund.
Section 93. CHAVES COUNTY COURTHOUSE COMPLEX--EXPAND PURPOSE TO DESIGN AND CONSTRUCT--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection NN of Section 11 of Chapter 118 of Laws 1998 to equip and furnish the Chaves county courthouse complex in Chaves county may also be expended to design and construct the Chaves county courthouse complex in Chaves county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 94. ARTESIA REGIONAL DENTAL CLINIC--CHANGE PURPOSE FOR A BUILDING FOR CLINIC--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection HHH of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to purchase and install dental and office equipment for the regional dental clinic in Artesia in Eddy county shall not be expended for the original purpose but are reauthorized and appropriated to plan, design and construct a building for the regional dental clinic in Artesia in Eddy county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 95. SANTA CATARINA CEMETERY--CHANGE PURPOSE FOR CARLSBAD REGIONAL MEDICAL CENTER TO BE USED AS A LAW ENFORCEMENT CENTER.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsections KKKKK and MMMMM of Section 9 of Chapter 7 of Laws 1998 to purchase and install a water sprinkler system for the historic Santa Catarina cemetery in Carlsbad in Eddy county shall not be expended for the original purpose but are reauthorized and appropriated for asbestos remediation at the former Carlsbad regional medical center to be used as the future law enforcement center in Carlsbad in Eddy county.
Section 96. SOUTH VALLEY BOXING GYMNASIUM--CHANGE PURPOSE FOR LITERACY PARK FACILITY.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection SSS of Section 17 of Chapter 2 of Laws 1999 (1st S.S.) to purchase and renovate a building for a boxing gymnasium at the corner of Vito Romero road and Isleta boulevard in the south valley area of Albuquerque in Bernalillo county shall not be expended for the original purpose but are reauthorized and appropriated to design, construct and equip a facility at Literacy park in the south valley area of Albuquerque in Bernalillo county.
Section 97. SPRINGER PUBLIC LIBRARY--CHANGE PURPOSE TO UPGRADE INTERIOR.--On the effective date of this act, the balance of the unencumbered proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection QQQQQQQQQQ of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to re-roof the public library in Springer in Colfax county shall not be expended for the original purpose but is reauthorized and appropriated to upgrade the interior spaces of the library, including replacing ceiling and floor tiles and making improvements to meet the requirements of the Americans with Disabilities Act of 1990, in Springer in Colfax county.
Section 98. GENERAL FUND APPROPRIATION--VETERANS' CEMETERY LAND--CHANGE PURPOSE TO IMPROVE CHAPEL AND GROUNDS AT VIETNAM VETERANS' MEMORIAL.--The general fund appropriation made to the local government division of the department of finance and administration pursuant to Subsection SSSS of Section 44 of Chapter 23 of Laws 2000 (2nd S.S.) to purchase land for a veterans' cemetery near the Vietnam veterans' memorial in Angel Fire in Colfax county shall not be expended for the original purpose but is appropriated to improve the chapel and grounds at the Vietnam veterans' memorial in Angel Fire in Colfax county.
Section 99. CLAYTON ALTERNATIVE SCHOOL--CHANGE PURPOSE TO IMPROVE AMISTAD ELEMENTARY CHARTER SCHOOL.--On the effective date of this act, the balance of the unencumbered proceeds from the sale of severance tax bonds appropriated to the state department of public education pursuant to Subsection TTTT of Section 16 of Chapter 23 of Laws 2000 (2nd S.S.) to construct or renovate a facility to be used as an alternative school for the Clayton public school district in Union county shall not be expended for the original purpose, but is reauthorized and appropriated for improvements at Amistad elementary charter school in the Clayton public school district in Union county.
Section 100. GENERAL FUND APPROPRIATION--CLAYTON ALTERNATIVE SCHOOL--CHANGE PURPOSE FOR EQUIPMENT FOR CLAYTON PUBLIC SCHOOL DISTRICT.--The balance of the general fund appropriation made pursuant to Subsection TT of Section 45 of Chapter 23 of Laws 2000 (2nd S.S.) to construct or renovate a facility to be used as an alternative school for the Clayton public school district in Union county shall not be expended for the original purpose but is appropriated to purchase equipment for the Clayton public school district in Union county.
Section 101. NEW MEXICO IRRIGATION WORKS CONSTRUCTION FUND APPROPRIATION--ALLEN DAM AT NEW MEXICO BOYS' SCHOOL--EXPAND PURPOSE FOR IRRIGATION SYSTEM AT DAM.--The balance of the appropriation made from the New Mexico irrigation works construction fund to the capital program fund pursuant to Laws 1999 (1st S.S.), Chapter 2, Section 30 to renovate and make improvements to Allen dam at the New Mexico boys' school in Colfax county may also be expended to repair and improve the irrigation system associated with the dam.
Section 102. CLAYTON SWIMMING POOL--CHANGE PURPOSE FOR RECREATIONAL FACILITY.--The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection OOOOOOOOOO of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to plan, design and construct a public swimming pool in Clayton in Union county, contingent upon the passage of an eight hundred thousand dollar ($800,000) bond issue in Union county, shall not be expended for the original purpose but are reauthorized and appropriated to plan, design and construct a recreational facility in Clayton in Union county.
Section 103. GENERAL FUND APPROPRIATIONS--CLAYTON SWIMMING POOL--CHANGE PURPOSE FOR RECREATIONAL FACILITY.--
A. The general fund appropriation made to the local government division of the department of finance and administration pursuant to Paragraph (2) of Subsection B of Section 34 of Chapter 23 of Laws 2000 (2nd S.S.) to construct the municipal swimming pool in Clayton in Union county shall not be expended for the original purpose but is appropriated to plan, design and construct a recreational facility in Clayton in Union county.
B. The general fund appropriation made to the local government division of the department of finance and administration pursuant to Subsection CCCCC of Section 44 of Chapter 23 of Laws 2000 (2nd S.S.) to plan, design and construct a public swimming pool in Clayton in Union county, contingent upon the passage of an eight hundred thousand dollar ($800,000) bond issue in Union county, shall not be expended for the original purpose but is appropriated to plan, design and construct a recreational facility in Clayton in Union county.
Section 104. MESQUITE ELEMENTARY SCHOOL PARENT CENTER--CHANGE PURPOSE TO RAZE BUILDING AND IMPROVE LAND.--The proceeds from the sale of severance tax bonds appropriated to the state department of public education pursuant to Subsection KKKKKKKKK of Section 16 of Chapter 23 of Laws 2000 (2nd S.S.) to renovate the parent center at Mesquite elementary school in the Gadsden independent school district in Dona Ana county shall not be expended for the original purpose but are reauthorized and appropriated to raze a building and make land improvements at Mesquite elementary school in the Gadsden independent school district in Dona Ana county.
Section 105. SAN MIGUEL CLINIC--CHANGE PURPOSE FOR LA CLINICA DE FAMILIA FACILITY--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the department of health pursuant to Subsection C of Section 13 of Chapter 2 of Laws 1999 (1st S.S.) for capital improvements at the San Miguel clinic in Dona Ana county shall not be expended for the original purpose but are reauthorized and appropriated to acquire land for, plan, design, construct, equip and furnish a new facility for la clinica de familia San Miguel clinic in Dona Ana county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 106. LAKE VALLEY HEAD START FACILITY--EXTEND EXPENDITURE PERIOD.--The period of time in which the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection Q of Section 16 of Chapter 148 of Laws 1994 and reauthorized in Subsection K of Section 72 of Chapter 118 of Laws 1998 for the purpose of purchasing, transporting, installing, developing infrastructure, site preparation, equipping or furnishing a head start facility in Lake Valley in McKinley county may be expended is extended through fiscal year 2006.
Section 107. HOGBACK HEAD START MODULAR--EXTEND EXPENDITURE PERIOD.--The period of time in which the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection A of Section 16 of Chapter 148 of Laws 1994 and extended in Paragraph (3) of Subsection B of Section 72 of Chapter 118 of Laws 1998 to purchase, transport, install and equip a modular classroom addition for the existing head start building in the community of Hogback in San Juan county may be expended is extended through fiscal year 2006.
Section 108. MEXICAN SPRINGS SENIOR CENTER--EXTEND EXPENDITURE PERIOD.--The period of time in which the balance of the proceeds from the sale of severance tax bonds appropriated to the state agency on aging pursuant to Subsection M of Section 4 of Chapter 148 of Laws 1994 and reauthorized pursuant to Subsection E of Section 72 of Chapter 118 of Laws 1998 for the purpose of planning, designing, constructing, equipping or furnishing a senior citizen center in Mexican Springs in McKinley county may be expended is extended through fiscal year 2006.
Section 109. PINEDALE SENIOR CENTER--EXTEND EXPENDITURE PERIOD.--The period of time in which the balance of the proceeds from the sale of severance tax bonds appropriated to the state agency on aging pursuant to Subsection P of Section 4 of Chapter 148 of Laws 1994 and reauthorized pursuant to Subsection F of Section 72 of Chapter 118 of Laws 1998 for the purpose of planning, designing, developing infrastructure, constructing, equipping or furnishing a senior citizen center in Pinedale in McKinley county may be expended is extended through fiscal year 2006.
Section 110. CRYSTAL MULTIPURPOSE BUILDING--EXTEND EXPENDITURE PERIOD.--The period of time in which the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection A of Section 6 of Chapter 113 of Laws 1992 and reauthorized pursuant to Laws 1996, Chapter 14, Section 31 for the purpose of planning, designing, constructing or equipping a multipurpose building in Crystal in San Juan county may be expended is extended through fiscal year 2006.
Section 111. NAVAJO SEWAGE LAGOON STUDY--CHANGE TO RAMAH NAVAJO CHAPTER--EXTEND EXPENDITURE PERIOD.--The proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection Y of Section 18 of Chapter 118 of Laws 1998 for a feasibility study to plan, design and implement improvements to a sewage lagoon in Navajo in McKinley county shall not be expended for that purpose in Navajo but are reauthorized and appropriated for the same purpose at the Ramah Navajo chapter in McKinley county. The period of time in which this appropriation may be expended is extended through fiscal year 2006.
Section 112. EMPLOYMENT SECURITY DEPARTMENT FUND APPROPRIATION--LAS CRUCES WORKFORCE DEVELOPMENT CENTER--CHANGE PURPOSE FOR LAS CRUCES ONE-STOP CAREER CENTER.--On the effective date of this act, the balance of the appropriation from the employment security department fund to the capital program fund pursuant to Subsection C of Section 30 of Chapter 23 of Laws 2000 (2nd S.S.) to expand and make improvements to the Las Cruces workforce development center in Dona Ana county shall not be expended for its original purpose, but is appropriated to acquire or renovate an existing building for an office for the one-stop career center in the Las Cruces area in Dona Ana county.
Section 113. LAVALAND ELEMENTARY SCHOOL BEAUTIFICATION--CHANGE PURPOSES FOR PLAYGROUND EQUIPMENT AND IMPROVEMENTS.--
A. The proceeds from the sale of severance tax bonds appropriated to the state department of public education pursuant to Subsection VVVV of Section 19 of Chapter 2 of Laws 1999 (1st S.S.) for beautification and playground equipment at Lavaland elementary school in Albuquerque in Bernalillo county shall not be expended for the original purpose but are reauthorized and appropriated for site preparation, plan, design, construction, purchase and installation of playground equipment at Lavaland elementary school in the Albuquerque public school district in Bernallilo county.
B. The proceeds from the sale of severance tax bonds appropriated to the state department of public education pursuant to Subsection HHHHHH of Section 19 of Chapter 2 of Laws 1999 (1st S.S.) for beautification of Lavaland elementary school in Albuquerque in Bernalillo county shall not be expended for the original purpose but are reauthorized and appropriated for site preparation, plan, design, construction, purchase and installation of playground equipment at Lavaland elementary school in the Albuquerque public school district in Bernalillo county.
Section 114. LOS CHAVEZ FIRE DEPARTMENT--CHANGE PURPOSE AND AGENCY TO IMPROVE CAMINO DE LOS CHAVEZ.--
A. The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection PPPPPPPPPPPP of Section 15 of Chapter 23 of Laws 2000 (2nd S.S.) to purchase land to relocate the fire department building to a larger lot in Los Chavez in Valencia county shall not be expended for the original purpose but are reauthorized and appropriated to the state highway and transportation department for road improvements to Camino de los Chavez in Valencia county.
B. The proceeds from the sale of severance tax bonds appropriated to the local government division of the department of finance and administration pursuant to Subsection CCCCCCCCCC of Section 17 of Chapter 2 of Laws 1999 (1st S.S.) for the purchase of land for the Los Chavez fire department in Valencia county shall not be expended for the original purpose but are reauthorized and appropriated to the state highway and transportation department for road improvements to Camino de los Chavez in Valencia county.
Section 115. TORREON SENIOR CENTER--EXTEND EXPENDITURE PERIOD.--The period of time in which the proceeds from the sale of severance tax bonds appropriated to the state agency on aging pursuant to Subsection W of Section 2 of Chapter 4 of Laws 1996 (1st S.S.) for designing, constructing or equipping the Torreon senior center for the Torreon and Starlake Navajo chapter in Sandoval county may be expended is extended through fiscal year 2006.
Section 116. IYANBITO CHAPTER SENIOR AND MULTIPURPOSE CENTER--EXTEND EXPENDITURE PERIOD.--The period of time in which the balance of the proceeds from the sale of severance tax bonds appropriated to the state agency on aging pursuant to Subsection U of Section 2 of Chapter 4 of Laws 1996 (1st S.S.) for planning and designing a senior citizen center to be used also as a multipurpose building at Iyanbito chapter in McKinley county may be expended is extended through fiscal year 2006.
Section 117. ROCK SPRINGS FIBER OPTIC STATION--CHANGE PURPOSE FOR COMMUNICATIONS INFRASTRUCTURE.--The proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection UU of Section 13 of Chapter 23 of Laws 2000 (2nd S.S.) to construct and equip a fiber optic station for Rock Springs in McKinley county shall not be expended for the original purpose but are reauthorized and appropriated to design and install telephone lines and other communication infrastructure at Rock Springs chapter.
Section 118. PROJECT SCOPE--EXPENDITURES.--If an appropriation for a project authorized in this act is not sufficient to complete all the purposes specified, the appropriation may be expended for any portion of the purposes specified in the appropriation. Expenditures shall not be made for purposes other than those specified in the appropriation.
Section 119. ART IN PUBLIC PLACES.--Pursuant to Section 13-4A-4 NMSA 1978 and where applicable, the appropriations authorized in this act include one percent for the art in public places fund.
Section 120. REPEAL.--Laws 2000 (2nd S.S.), Chapter 23, Section 84 is repealed.
Section 121. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
