Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred



HOUSE EDUCATION COMMITTEE SUBSTITUTE FOR

HOUSE BILLS 81, 609 & 706





has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:



1. On page 14, between lines 2 and 3, insert the following new subsection:



"I. The accountability report shall include data on expenditures for central office administration and expenditures for the public schools of the school district.".



2. On page 14, line 20, strike the end quotation mark and between lines 20 and 21, insert the following new subsection:



"M. At the end of fiscal year 2003, after the budget approval cycle, the department shall produce a report to the legislature that shows for all districts using performance-based program budgeting the relationship between that portion of a school district's program cost generated by each public school in the school district and the budgeted expenditures for each public school in the school district as reported in the district's performance-based program budget. At the end of fiscal year 2004 and subsequent fiscal years, after the budget



approval cycle, the department shall report on this relationship in all public schools in all school districts in the state."".



3. Reletter subsections to correspond with these amendments.



4. On page 130, lines 5 through 18, strike Subsection C in its entirety.





5. Reletter the succeeding subsection accordingly.



6. On page 133, line 15, strike the end comma and on line 16, strike the line up to "NMSA".



7. On page 133, line 21, after the first comma strike the remainder of the line and strike line 22 through the second comma.



8. On page 134, before line 1, insert the following new sections:



"Section 86. DELAYED REPEAL.--Sections 22-10-12, 22-10-14, 22-10-14.1 and 22-10-17.1 NMSA 1978 (being Laws 1967, Chapter 16, Sections 114 and 116 and Laws 1986, Chapter 33, Sections 23 and 25, as amended) are repealed effective April 15, 2002.



Section 87. DELAYED EFFECTIVE DATE.--The effective date of the provisions of Sections 51 through 56 of this act is April 15, 2002."



9. Renumber the succeeding section accordingly.
