MAKING AN APPROPRIATION FOR STATEWIDE EARLY CHILDHOOD PROGRAMS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the office of child development in the children, youth and families department for expenditure in fiscal year 2002 to provide or contract for early childhood services and programs with the emphasis on needs in rural areas, including community-based, in-home and school programs. Each program shall include family support services, education and home visiting for special needs children. Each program shall have strong parental involvement and staff development components and a procedural process to enable the office of child development to monitor and evaluate the program. The curriculum for each program shall address the total development needs of the child, including physical, cognitive, social and emotional needs, and shall include aspects of health care, nutrition, safety, the needs of the family and multicultural sensitivity, in coordination with other resources for families. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
