SENATE EXECUTIVE MESSAGE NO. 87

Honorable President and Members of the Senate:
I have this day VETOED and am returning SENATE BILL
480 enacted by the Forty-Fifth Legislature, First Session, 2001.
This bill would require the Human Services
Department to identify federal matching funds in a number of other departments
in state government and assist those departments in maximizing those
funds. Clearly, it is the goal of all
executive departments to best utilize federal funds when available. However, the decision to use federal funds
must be left to the agency due to the requirements associated with receiving
some federal funds which must be taken into account. Such a legislative mandate limits the ability of the executive to
make good decisions.
