Honorable Speaker and Members of the House:
I have this day VETOED and am returning HOUSE BILL
87, as amended,
enacted by the Forty-Fifth
Legislature, First Session, 2001.
This
bill proposes significant increases in the authority of the State Auditor’s
Office. It would require detailed
reporting by State agencies to the Office of the State Auditor. These reporting requirements are either
duplicative of current procedures or unnecessary. House Bill 87 would allow the State Auditor
to use contract auditors to jointly conduct audits. Other changes proposed in the bill, such as
the implementation of the procurement card, are already being implemented and
require no further changes to statute.
