SUMMARY
Synopsis of Bill
The bill authorizes the creation of the McKinley County Learning Center to coordinate and provide upper division classes, graduate education and other instruction as a part of the branch community college vocational and technical curriculum. Programs offered by the center would consist of existing programs offered by a four-year post-secondary educational institution.
The bill appropriates $75.0 from the general fund to the University of New Mexico for use by the Gallup branch to establish and initially operate the center. Beginning in FY02, the center would be funded by tuition, fees, gifts, grants and other funds in the same manner as on-campus instruction at a state university, based on the number of students enrolled in courses at the center or the facilities at the Gallup campus of the University of New Mexico. Also, authorization, imposition and collection of property taxes to fund current operations, maintenance and capital improvements is provided.
The bill carries an emergency clause.
FISCAL IMPLICATIONS
The appropriation of $75.0 contained in this bill is a recurring expense to the general fund. Any expended or unencumbered balance remaining at the end of FY01 would revert to the general fund.
