Mr. Chairman:

I propose to the HOUSE APPROPRIATIONS AND FINANCE COMMITTEE the following amendments to

1. On page 2, line 23, strike the underscored "and".

2. On page 3, line 3, strike "two" and insert in lieu thereof "one and one-half".

3. On page 3, line 5, strike the period and insert in lieu thereof "; and".

4. On page 3, between lines 5 and 6, insert the following paragraph:

"(3) in calendar year 2016 and subsequent calendar years, to the public school capital outlay fund to be used exclusively for public school capital outlay projects pursuant to criteria established by law, one-half percent of the average of the year-end market values of the fund for the immediately preceding five calendar years.".
