REQUESTING THE COMMISSION ON HIGHER EDUCATION TO ANALYZE THE SUCCESS OF THE LOTTERY SCHOLARSHIP PROGRAM.
WHEREAS, the commission on higher education aggregates its data to report the amount of money spent each year on the lottery scholarships; and
WHEREAS, in order to make better judgments regarding the operations of the program, the legislature needs more detailed information on how the program is working, especially on student performance and participation rates;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the commission on higher education be requested to analyze the performance of the lottery scholarship program by assessing success factors of students receiving scholarships, including:
A. quantification of the number of students who have received scholarships each fall;
B. the percentage of those students who have dropped to below twelve credit hours during the semester;
C. the percentage of those students who have fallen below a 2.5 grade point average;
D. the percentage of those students who have ceased college attendance; and
E. the number of each semester's cohort who have completed their college degrees; and
BE IT FURTHER RESOLVED that the commission on higher education report its findings and recommendations to the appropriate interim committee by November 2000; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the commission on higher education.
